Good news and bad news at AMO Mayors met with Minister Madeleine Meilleur on the matter. They argued that the present situation leaves municipalities with the chance of having to assume all of the financial costs and penalties for civil cases even if the court ruling notes that munici- palities’ legal liability is very low or almost non-existent.

natural gas supply lines into rural munici- palities as an alternate energy source to oil and electricity. “The province recognizes there is an issue here,” Kirby said, “and that rural areas need access. There’s definitely going to be some progress there.” Officials from both the Eastern Ontario Wardens Caucus (EOWC) and the Western Ontario Wardens Caucus (WOWC) also raised concern about the lower-quality of asphalt available in Ontario during a mee- ting with Transportation Minister Steven Del Duca. It may have taken place in Niagara Falls this year but the annual meeting between mayors of Ontario and provincial ministers was not quite a honeymoon gathering. One of the key issues that representatives for the Association of Municipalities of Onta- rio (AMO) argued with provincial officials, during the four-day gathering, concerned the question of the financial responsibility in legal suits where a municipality may be named as a co-defendant even if its legal liability is minimal at most. “It was a terrible response,” saidWarden Robert Kirby, representing both the United Counties of Prescott-Russell and his own township of East Hawkesbury.

Sewer and ditch work City works will take a close-up view of Cla- rence-Rockland’s underground sewer and drainage setup this year. Council approved a recommendation from administration for a contract with Aqua Drain Sewer Services Inc. for a video inspection of the system using a camera drone. Cost for the underground video inspection tour is $32,640, not including HST. Council also approved a recommendation for a contract with Normand Excavation for ditch profiling and cleanup work around the munici- pality. Cost for that contract is $204,555, not including HST. – Gregg Chamberlain “She wouldn’t budge at all,” said Kirby. “It leaves us that same way we were before.” Kirby noted one issue that fared better during discussions with provincial officials. He and other mayors of rural municipalities met with their provincial counterparts to talk about the chance of further extending AMO wants the province to change the policy for municipal liability in such situa- tions to reflect the actual financial burden due in a case.

Deal protects natural gas supply Officials from the three companies that supply natural gas to Ontario and Québec worked out a deal with the company planning to develop a trans-Canada oil pipeline. The deal between TransCanada Pipelines Ltd. and the group representing Gaz Métro of Québec, Enbridge Gas Distribution in Ontario, and Union Gas will protect the interests of natural gas customers in Ontario and Québec against plans for conversion of some natural gas pipelines to oil service as part of the Energy East oil pipeline project. The agreement confirms natural gas supply transport for the two provinces and provides a $100 million benefit good until 2050 to natural gas customers once the Energy East project goes into operation. The deal also guarantees that natural gas customers will not be subsidizing the Energy East oil pipeline project through their own natural gas bills. – Gregg Chamberlain
