Lemaire de Clarence-Rockland, Guy Des- jardins, a participé au congrès annuel 2015 de l’Association des municipalités de l’Ontario (AMO) qui a eu lieu à Niagara Falls, la semaine du 17 août. Il y a fait la présentation de divers projets pour la Cité, dont un nouveau poste de police et des connexions d’eau pour les secteurs de Clarence Creek, de Bourget et de Cheney. Le maire a, entre autres, discuté avec la député d’Ottawa-Orléans, Marie-France Lalonde, adjointe parlementaire au mi- nistre du Développement économique, de l’Emploi et de l’Infrastructure, concer- nant des projets de bouclage de système d’aqueduc. Il a aussi discuté avec leministre Ysir Naqvi, ministre de la Sécurité commu- nautaire et des Services correctionnels, en lien avec la mise en place d’une nouvelle station de police. « On a discuté d’avoir une nouvelle sta- tion de police pour la mettre à jour. Et on doit passer par un certain procédé et on est en train de le faire, de passer à travers ça. » Lors du conseil municipal du 24 août dernier, M. He blamed Duffy for making wrongful expense claims, leaving the Tory-appointed senator open to the corruption charge. Harper did state that he had discussed the overall matter with his current chief of staff, Ray Novak, but he did not elaborate on the details of those discussions though he said

Following Harper’s departure on his own Sunday campaign route, MP Lemieux pre- sided over the official opening of his own Rockland campaign office. “I have a strong core team that is highly motivated and energetic,” stated Lemieux, adding that he believes he has “an excellent record” during his past terms in office to build a successful re-election campaign.

Harper was the special guest speaker for the official opening Sunday of incumbent ConservativeMP Pierre Lemieux’s campaign office in Rockland. Harper met, on Aug. 23, with a large crowd of partisan supporters in the grand ballroomof the River Rock Inn for his campaign speech during which he announced that if his government returned to power he would make membership fees for community service clubs like the Knights of Columbus or the Royal Canadian Legion eligible for federal income tax credits. “If we can support service clubs to keep doing what they already do so well,” said Harper, “I amconfident that Canadian com- munities from coast to coast will be better as a result.” Lemieux added his support to the prime minister’s announcement.The Conservative MP for Glengarry-Prescott-Russell noted that many service clubs in his riding would benefit with increased memberships from such a tax policy change. “I work closely with them and support them in their important work,” said Lemieux. “I am very happy that they will all benefit from today’s announcement.” Following the prime minister’s an- nouncement, reporters for themajor media assigned to follow the Harper campaign group during the weeks leading up to the October election fired questions at Harper regarding the latest revelations from the trial of Senator Mike Duffy and the corruption scandal now plaguing the Conservative re- election campaign. Local media left out The Conservative election campaign team’s policy for dealing with media resulted in an absence of local and regional reporters when Prime Minister Stephen Harper paid Rockland a surprise visit Sunday. The Harper campaign media policy is to provide all media with a day-to-day notice of where the prime minister will be on his reelection tour but the notice is not released until the morning scheduled for each day’s itinerary. Local media are on the contact list but the email notice that Har- per would be in Rockland was not sent out until Sunday morning when reporters for Radio-Canada in Prescott-Russell, Le Droit and the Vision were either enjoying a scheduled day off or were already away on a previously-scheduled assignment and either out of contact or else not able to receive the notice in time to get to Rockland for the event. – Gregg Chamberlain

Selon le directeur général du Canton d’Alfred et Plantagenet, Marc Daigneault, ce déménagement a été effectué pour combler le manque de place de l’an- cienne caserne.

« La municipalité a acheté une nou- velle propriété pour accommoder le Ser- vice des incendies. Et, éventuellement, les travaux publics vont être là aussi. Pré- sentement, les camions sont stationnés dans deux édifices différents parce qu’il

n’y a pas assez de place pour les deux véhicules. » La nouvelle caserne de pompiers des- servira le village de Wendover ainsi que les environs.

Une mise en garde a été émise par la Gendarmerie royale du Canada (GRC) concernant des appels téléphoniques frauduleux dans la province de l’Onta- rio. Des individus se faisant passer pour des membres de la GRC appellent les gens et exigent le paiement d’amendes ou d’impôt sur le revenu. Ils peuvent aussi avoir recours à une autre tactique de fraude. Les fraudeurs informent les victimes qu’elles doivent faire un paiement immé- diat, car sinon elles seront arrêtées dans les 24 heures.

La Gendarmerie royale du Canada précise aussi que dans la plupart des cas répertoriés, le numéro de la ligne de demande de la GRC apparaît sur l’affi- cheur des victimes. La GRC a précisé, dans un communi- qué de presse, qu’elle ne communique pas avec des particuliers en vue de per- cevoir des amendes ou des taxes. Toute personne qui aurait reçu un tel appel ou qui connait quelqu’un qui en aurait reçu est priée de communiquer avec le service de police local ou d’appe- ler le Centre antifraude du Canada au 1-888-495-8501.

Teacher unions busy over summer

The good news for parents of students attending CDSBEO schools is that the OECTA has a tentative deal with the province and the Ontario Catholic School Trustees’ Association (OCSTA) that could bring an end to that union’s ownwork- to-rule job action. The OECTA announced Aug. 25 that a proposed agreement with the trustees’ asso- ciation and the educationministry is now on the table and ready to go to unionmembers for review and a ratification vote. OECTA President Ann Hawkins stated in a news release that the tentative agreement should “address the concerns of our members” and also protect their needs and also the needs of students. Specific details of the agreement are not available until after both the union and trustees’ association have ratified the deal. The OECTA announced that it will suspend its current work-to-rule campaign during the ratification period.The union represents more than 50,000 elementary and secondary school teachers in Ontario’s Catholic school districts.

Francophone students return to school next week while English students have until after the Labour Day weekend before they are back in class. Meanwhile, two unions representing teachers have been busy at the bargaining table over the summer. The Elementary Teachers Federation of Ontario (EFTO) will up the ante starting Sept. 1 in its work-to-rule campaign against the provincial educationministry.The EFTO has been in a strike action situation for several months now but has limited its strategy so far to restricting its members to their ordinary classroomduties plus some extra-curricular volunteer activities. With the start of the new school year, the EFTO announced that it will continue nego- tiations with the province but will also now begin phase two of its work-to-rule campaign which will involvemore restrictions for ele- mentary teachers and occasional teachers on what their on-the-job duties will be. 7 cas d’infections à E. coli en Ontario

Une enquête est en cours concernant une éclosion d’infections à Escherichia coli O157, communément appelée E. coli, par l’Agence de la santé publique du Canada et les différents paliers gouvernementaux. L’origine de cette éclosion n’a pas encore été déterminée. En tout, 24 cas d’infection à E. coli ayant la même empreinte génétique ont été signa- lés, dont un en Alberta, sept en Ontario, quatorze au Québec et deux en Nouvelle- Écosse. Les infections ont été signalées par les personnes atteintes entre le 12 juillet et le 8 août 2015. Cependant, un plus grand nombre d’infections ont été rapportées entre le 25 juillet et le 1 er août 2015. Sur les 24 cas, cinq personnes ont été hospitalisées, mais elles s’en sont remises ou sont en voit de l’être. Le risque de contracter cette infection

et légumes crus qui sont entrés en contact avec des animaux infectés. La plupart du temps, les souches d’E. coli sont inoffensives, mais certaines variétés sont porteuses de gènes pouvant provoquer des maladies. La majorité des gens infectés sont ma- lades pendant quelques jours, puis se réta- blissent complètement, mais l’infection peut parfois avoir des conséquences graves pouvant entraîner la mort. Les symptômes peuvent apparaître un à dix jours après le contact avec la bactérie. Les personnes infectées par la bactérie E. coli peuvent présenter une vaste gamme de symptômes. Certaines personnes ne tombent pas du tout malades, alors que d›autres ont de violents maux d›estomac ou sont gravement malades et doivent être hospitalisées. Les femmes enceintes, les personnes au

Une réduction de vitesse envisagée dans les rues secondaires de Clarence-Rockland La vitesse pourrait être réduite à 40 km/h dans certaines rues secondaires de Clarence-Rockland afin d’augmenter la sécurité des piétons, notamment dans les rues étroites et sans trottoir. Le conseil s’est penché sur cette question, lors de la réunion du 24 août dernier. Dans les prochaines semaines, une évaluation sera effectuée à travers le territoire de Clarence-Rockland pour cibler les rues éligibles à une réduction de vitesse. Une fois les rues identifiées, cette résolution reviendra devant le conseil pour recevoir ou non son approbation. – Véronique Charron Un départ à la retraite pour la greffière-adjointe Lors de la réunion du conseil municipal du 24 août dernier, les membres du conseil de la Cité de Clarence-Rockland ont tenu à souligner la retraite de sa greffière-adjointe, Mme Diane Cyr, qui quittera officiellement ses fonctions le 31 août, après quelque 30 ans de service. Mme Cyr a commencé à travailler pour la Ville de Rockland en 1985 et, ensuite, pour la Cité de Clarence-Rockland, lors de la fusion.

Council approved a recommendation from administration for a contract with Aqua Drain Sewer Services Inc. for a video inspection of the system using a camera drone. Deal protects natural gas supply Officials from the three companies that supply natural gas to Ontario and Québec worked out a deal with the company planning to develop a trans-Canada oil pipeline. The deal between TransCanada Pipelines Ltd. and the group representing Gaz Métro of Québec, Enbridge Gas Distribution in Ontario, and Union Gas will protect the interests of natural gas customers in Ontario and Québec against plans for conversion of some natural gas pipelines to oil service as part of the Energy East oil pipeline project. The agreement confirms natural gas supply transport for the two provinces and provides a $100 million benefit good until 2050 to natural gas customers once the Energy East project goes into operation. The deal also guarantees that natural gas customers will not be subsidizing the Energy East oil pipeline project through their own natural gas bills. – Gregg Chamberlain

With school starting as early as next week in some cases, school buses will be back on the road and safety is a big concern. It is easy to become accustomed to not seeing school buses on the road, but now that the new school year is about to begin, drivers are asked to pay attention, and watch out for kids and school buses. It is dangerous, and also illegal, to pass a school bus that has its upper red lights flashing and has stopped to let children on or off, unless travelling on a road with a median. When driving on a road without a me- dian, drivers travelling in both directions must stop for a school bus with its upper red lights flashing. When driving on a road with a median, drivers are not required to stop. Drivers can be charged if they pass a stopped school bus with its upper red lights flashing with a first offense of $400 to $2,000 and six demerit points. Each following of- fence will cost $1,000 to $4,000, six demerit points and possible jail time up to six mon- ths. Vehicle owners can be charged if their vehicle illegally passes a stopped school bus, even if they weren’t driving. Vehicles that don’t stop properly for a school bus should be reported to police immediately by calling 911, or by going to the nearest police station and filing a complaint. More than 800,000 students ride in buses that safely travel almost two million kilo- metres every school day. Fatalities, which are very rare, happen more often outside the school bus as students are boarding and

leaving the bus or crossing the street. Parents can help keep their children safe by talking about bus safety with them. Student Transportation of Eastern Onta- rio (STEO) is the transportation consortium for the Catholic District School Board of Eastern Ontario (CDSBEO) and the Upper Canada District School Board (UCDSB). Church road request The Church is asking the City to take over main- tenance responsibility for a little private road in the Bourget parish. La paroisse du Sacré-Cœur de Bourget has filed a request for the City of Clarence-Rockland to take charge of looking after the short piece of roadway behind the church, located between Dollard Street and the National Bank site. The parish request noted that the private road sees lots of community use, inclu- ding school buses dropping off and picking up students from École Sacré-Cœur. The parish also noted that the city’s snow removal crews make use of the road during snow removal on Dollard Street. City staff will review the request from the parish and present a report at a future session of city council. – Gregg Chamberlain A Christmas Show Clarence-Rockland council members were fee- ling the Christmas spirit early as they gave the nod to an administration recommendation for a change to a proposed list of local programs benefitting from the annual United Counties community discretionary grant allocation. The City of Clarence-Rockland receives $10,000 from the counties to support local community cultural events and programs. This year, the city’s grant was divided up with $5000 to the Ottawa River Festival, $3000 to Canada Day activities, $1500 for a street festival, and $500 to the local Seniors Games. Administration has since decided to use the $1500 for the street festival to an evening Christmas Show for children during this year’s Santa Claus Parade. Growing interest in farmers’ market

Boulay and her husband manage their own small farm over in St-Pascal-Baylon. Last year she set up as a vendor in a small outdoor market in Rockland that another person had organized. When the foun- der of that project had to move away from Rockland, Boulay decided to take on the job of organizing a summer farmers’ market for Rockland. She made her decision in June after doing some heavy thinking on the idea, feeling that she was up for the challenge. «I had a month to get my vendors, my business licence,» she said. «It was alldone in a very short time.» The Rockland Farmers’ Market opened for business in mid-July under the open- air gazebo located between the Jean-Marc Lalonde Arena building and the Coco Lemay baseball diamond in Parc Simon For a first summer’s operation, Boulay and her fellow marketers seemhappy so far with the recep- tion they have enjoyed from residents and people dropping in from out of town. «We’re quite busy usually from about 10 o’ clock to around three-thirty,» she said. The market will remain open until mid- October before closing up for the winter. Boulay is already looking ahead to next year, finding more potential vendors, and also thinking about a possible full weekend setup for Saturdays and Sundays.

It’s small right now but Mary Lynn Boulay has big ideas and hopes for Rockland’s new Farmers’ Market. «Because I really think Rockland should have its own market,» she said.

Second ShackStock a success story

ovarian cancer research. “It was amazing,” said Lyne Shackleton, co-founder of the local music festival. “My mum’s spirit was there, again. The music was awesome and the weather was good.” Lyne and David Shackleton launched their music festival project last year, partly as a tribute to her mother, Rose, who died of ovarian cancer, and also partly to raise

money and awareness of the disease, one of themain causes of death for women afflicted with cancer.They also wanted the festival to be a celebration of living and being part of the community. As of Monday, proceeds from this year’s ShackStock Festival tallied more than $3,500 with more pledges still to come in. The Shackletons have also received lots of

positive feedback about the event frompar- ticipants. “They’re askingme already if we’re going to do it next year,” said Lyne Shackleton. “Hopefully next year, we’ll raise evenmore.” She noted that the success of the ShackS- tock Festival would not be possible without the support of volunteers and sponsors, and of the musicians who donated their talent.
