Just a short sentence…
OpenlettertothemembersoftheRussell municipalcouncil Thirty years ago, some residents in the Township of Russell wanted water and sewers.Theypetitionedcouncilandproper action was taken. Between 1985 and 1999, the cost of the initial infrastructures was approximately $30million. It was financed by provincial grants and through the Local ImprovementProgram. Theresidentswho usetheservicespaidforitsimplementation. In 2004, some developers requested the expansion of the services because they wanted to buildmore houses. On April 28, 2004, they signed an agreement with the townshipauthorizingcouncil “ tobeginthe ESR process for the expansion of ...” As a result of that request, in the last four years, thetownshippaidover$35milliontoexpand the water and sewers. Despite federal and provincial grants totalling $15 million, the township’s borrowings went from $7.7 million in 2010 to $35.9 millions. As of the end of 2011, the total estimated debt was $44,978,344 accordingtoreportsprovided by the administration. AttheOctober17,2011,councilmeeting, Iaskedtwoquestions:“Thetotalcostofthe recent infrastructures and the monetary contributionofthedeveloperstowardsthe cost of those infrastructures”. The mayor replied“ aresponseinwritingwillbeprovided toMrAubé ”.(minutesofmeetingOct.17/11). Amonthlater,attheNovember21meeting, I asked again and was promised a “ simple answer ”. When I repeated the question at the December 19 council meeting, I was rudelyaskedtoleavethecouncilchambers. I know that a document was given to membersofcouncil,but,afterfourmonths, my request continues to be ignored. At the February 6 Committee of the
Whole meeting, I asked again. The next day,Ireceivedfromthemayor,byemail,a 27-page report containing conflicting informationregardingthecostofsixitems, stating “DCs” and “DCAs” totalling $3.1 million but it did not show the amount
contributedbythedevelopers. I asked oncemore at the February 21, 2012 meetingandwasrebukedagain. Mister mayer, Members of council, could youpleasedirectthestafftotellus,thetaxpayers, thetotalcostoftheinfrastructures,theamount
contributedbythedevelopersandtheactual debtofthetownship.(Justashortsentence stating the amounts would be much appreciated.) JacquesAubé Embrun
