Responsibilities

DELIVERY • Providing comprehensive quantity surveying services and contractual documentation to the Head of Projects. • Assist in the development of a new project management processes and procedures manual in conjunction with the Head of Projects. • Responsible for the establishment, development, and maintenance of an in-house cost and project database for: construction costs, professional fees, project durations, and other key metrics, through strategic liaison with Estates Services stakeholders. • Assist and support in the preparation of client business cases and outline briefs. • The carrying out of feasibility studies and option appraisals. • Preparation of approximate estimates and outline costs, setting and agreeing cost limits for projects. • Agreeing budgets, cash flow forecasts, financial reporting procedures, and final accounts. Monitoring of costs both pre and post contract against agreed budgets. • Ensuring effective cost control on projects for which you are responsible, and notifying any financial or time problems to the Head of Projects at the earliest possible opportunity. • Ensuring consultants provide information to contractors within the appropriate timescale. • Responsible for the preparation of information and reports on projects for which you are responsible. • Responsible for the organisation of post-contract reviews and commissioning/managing the framework consultants. • Responsible for enhancing and ensuring safe working practices across all strategic programmes. Developing and enforcing clear health and safety guidelines, and liaising with the Estates Health and Safety team to ensure the health and safety of self, team, and other parties at all times. • To standardise specifications and updates and ensure they are strategically aligned with the Design Office, Maintenance Department, and Capital Development. • Assisting Project Managers with the appointment of consultants and contractors. • Liaising with the legal team with building contract updates and consultant appointments. Ensuring legal documentation is up to date in consultation with Legal Advisors. • Issuing KPI’s to framework consultants, mentoring and reporting results to the Head Projects. • Assisting in conducting feasibility studies and writing procurement reports for key stakeholders. • Assisting with the procurement process, ensuring that all stages including pre-qualification, enquiry, analysis, selection, and contract preparation are performed effectively. • Estimating and cost planning activities to include presenting the final cost plan to senior managers across the University. • Ensuring that post contract cost variances and change control processes are managed effectively. • Ensuring cost checking and valuation work is managed effectively. • Undertaking any other duties as may reasonably be required by the Head of Projects, consistent with the grade of the post.
