Introduction from the Vice Chancellor

Dear Applicant Thank you for your interest in the post of Commercial Manager. Introduction and Overview

Estate Objectives

Leeds Beckett University has a long history that is reflected in the current estate, being the product of a number of amalgamations of educational establishments dating back to 1824. The oldest property has its origins from 1752; the newest we currently have was delivered in 2010. We operate over two major campus sites with a further separate area of sports pitches and a considerable portfolio of leased space the majority of which supports specialist teaching. The last 5 year strategy saw the conclusion of a programme of consolidation within the estate creating a more cost effective and efficient building portfolio. We have clearly focused on our teaching estate and divested ourselves of non-essential buildings, including some of our residential portfolio. The current non-residential estate consists of 60 buildings with a Gross Internal Area of 129,175m2. This currently supports the teaching of 19,827 full time Students and 2,317 members of staff.

The main objective of the Estate Strategy is to support our strategic activities with the most efficient and effective estate that can be delivered within sustainable resources. To deliver this the Estates Services needs to: • provide a modern learning and working environment to meet our mission and vision; • facilitate a wide range of spaces to support developments, in teaching, research and enterprise activities; • create flexible space in order to adapt to future changes in educational requirements; • create space that is fully accessible, meeting all ability needs; • produce and maintain campus and estate development Master Plans; • generate a capital works programme which goes beyond the period of our current strategy; • address any inefficiencies in space usage with emphasis on flexibility and appropriate timetabling analysis; • regularly validate the space needs of our institution to ensure that functional suitability is maximized; • establish and maintain clear routine, statutory and long term sustainable maintenance plans to raise the condition of the estate; • consider opportunities for efficiencies through shared services with similar institutions; • reduce carbon emissions to meet carbon targets.

Job description

Commercial Manager Purpose of the Job

• Working as an integral part of the Estates PMO & Projects team the Commercial Manager will manage and provide strategic cost and commercial assurance, analysing and highlighting conflicting cost, risk and procurement issues on multi-project campus developments at Leeds Beckett. The post holder will work alongside a multitude of stakeholders, cost consultants, project managers, professional consultants and contractors to ratify and solve commercial, contractual and procurement problems and mitigate risk. • Qualified in a relevant commercial management, quantity surveying or finance discipline, you will have proven cost and commercial management experience gained in the construction and property industry. You will be adept at programme management and reporting on projects and programmes from a commercial and risk assurance perspective. Experience of working in a quantity surveying, cost management or commercial management role on schemes in the commercial, healthcare, science and/ or education sectors would be advantageous.

Responsibilities

DELIVERY • Providing comprehensive quantity surveying services and contractual documentation to the Head of Projects. • Assist in the development of a new project management processes and procedures manual in conjunction with the Head of Projects. • Responsible for the establishment, development, and maintenance of an in-house cost and project database for: construction costs, professional fees, project durations, and other key metrics, through strategic liaison with Estates Services stakeholders. • Assist and support in the preparation of client business cases and outline briefs. • The carrying out of feasibility studies and option appraisals. • Preparation of approximate estimates and outline costs, setting and agreeing cost limits for projects. • Agreeing budgets, cash flow forecasts, financial reporting procedures, and final accounts. Monitoring of costs both pre and post contract against agreed budgets. • Ensuring effective cost control on projects for which you are responsible, and notifying any financial or time problems to the Head of Projects at the earliest possible opportunity. • Ensuring consultants provide information to contractors within the appropriate timescale. • Responsible for the preparation of information and reports on projects for which you are responsible. • Responsible for the organisation of post-contract reviews and commissioning/managing the framework consultants. • Responsible for enhancing and ensuring safe working practices across all strategic programmes. Developing and enforcing clear health and safety guidelines, and liaising with the Estates Health and Safety team to ensure the health and safety of self, team, and other parties at all times. • To standardise specifications and updates and ensure they are strategically aligned with the Design Office, Maintenance Department, and Capital Development. • Assisting Project Managers with the appointment of consultants and contractors. • Liaising with the legal team with building contract updates and consultant appointments. Ensuring legal documentation is up to date in consultation with Legal Advisors. • Issuing KPI’s to framework consultants, mentoring and reporting results to the Head Projects. • Assisting in conducting feasibility studies and writing procurement reports for key stakeholders. • Assisting with the procurement process, ensuring that all stages including pre-qualification, enquiry, analysis, selection, and contract preparation are performed effectively. • Estimating and cost planning activities to include presenting the final cost plan to senior managers across the University. • Ensuring that post contract cost variances and change control processes are managed effectively. • Ensuring cost checking and valuation work is managed effectively. • Undertaking any other duties as may reasonably be required by the Head of Projects, consistent with the grade of the post.

Terms & Conditions

Terms & Conditions of Service are as determined by the Vice-Chancellor for Support staff (within a framework set by the Board of Governors), and will have regard to any national recommendations arising from negotiations between the Universities and Colleges Employers Association (UCEA), and the recognised trade unions in so far as these are adopted by the Board / Vice-Chancellor. Salary is currently within Grade 8. On appointment staff will normally be placed on the first point of the substantive grade for the post. Appointment above this will only be on an exceptional basis and subject to approval in line with our University’s Pay Policy.

Annual leave entitlement begins at 38 days.

Hours of work per week = 37.

Probationary Period

Appointment to this position may be subject to a probationary period of up to 12 months, in line with our probationary policy. A copy of our probationary policy is available on our website or on request from Human Resources.

Commercial Manager Essential Qualifications, Skills, Experience & Knowledge

1. Possession of a first degree in a relevant subject or working towards the equivalent.

2. Extensive experience of construction contracts management (JCT and NEC forms of contract)

3. An excellent knowledge of design/construction methodology across all RIBA stages, in addition to a strong track record in managing cashflow forecasting and cost reporting on projects.

4. An understanding of the application of Soft Landings principles and utilisation of Building Information Management to achieve a focus on life cycle costing, benefits realisation and sustainable buildings.

5. Degree qualification in a relevant design / construction discipline and membership of a recognized construction related professional body.

Performance Attributes Planning and Organisation

6. Able to establish project budget needs, including resources and programme deliverables, and to use these to develop a project delivery and funding strategy. Experience of establishing and successfully applying key performance indicators to monitor and measure performance; Service Delivery 2. Experience of the organisation, delivery and coordination of high quality complex projects, actively seeking and acting on feedback from internal and external stakeholders in order to ensure the continuous improvement and enhancement of our estate. Teamwork 3. Strong interpersonal and communication skills are required, coupled with an ability to form effective relationships with key stakeholders and delivery team members under time pressure. Experience of leading and co-ordinating a team, setting group and individual objectives and providing support.and/or coaching, as necessary. Communication 4. Able to negotiate; to find common ground with others and move projects forward obtaining an outcome which is in the interest of the Institution, the end-users and acceptable to all parties, where possible; Creativity and Innovation 5. A proven ability to proactively identify new opportunities and implement new ways of working/ creative solutions to complex problems using effective management information to underpin analysis and inform decision making.

Whilst these performance attributes may relate to this role more specifically for recruitment and selection purposes, following appointment, all members of staff are expected to demonstrate effective performance across all six of our University’s performance attributes.
