• Work effectively with Finance on operational budget expenditure, as well as budget planning/forecasting to ensure budgets are managed effectively. • In line with annual and strategic review, recommend budget for the service that supports strategy and informs overall Campus Service expenditure. • Ensuring that the University’s Financial Regulations are adhered to at all times. • Overseeing the management of contracts with suppliers to ensure service needs are being met and that individual suppliers represent good value for money.
STRATEGIC PARTNERSHIP AND RELATIONSHIP MANAGEMENT • To be proactive in building positive working relationships with colleagues in Professional Services and Colleges, seeking opportunities to enhance safety and outcomes for others. • Develop effective networks with UK and International Universities and other organizations with similar business objectives. This includes membership of Association of University Chief Security Officers and Local Resilience Forum. • To establish and build an effective and close working relationship with Police and other Security agencies; developing and implementing plans and strategies that achieve mutual benefits keeping people safe and reducing crime. • To support individual SERT members as requested with their responsibilities and initiatives that ensure preparedness for emergencies. • To establish a network of contacts with relevant outside agencies to ensure full co-operation and support from these agencies in an emergency and to stay abreast of all current threats that may affect the University. • To compile and implement awareness campaigns and training programmes
TECHNICAL SAFETY, SECURITY SYSTEMS AND THE SECURITY CONTROL ROOM It is essential that the post-holder should have extensive knowledge of modern Security and Safety systems,

• To maintain an oversight and ability to assess threats that can potentially cause harm to the University community or disruption to business. • Through the assessment and analysis process consider the scale, duration, and impact, determining whether immediate action/escalation is necessary and/or long-term vulnerability needs to be addressed. The post-holder, when necessary, must be able to access good advice and guidance to minimise impact to the University. • To provide assessments on threat and vulnerability to other functional areas upon request, this includes for the busy University event schedule. • To provide an annual strategic threat and vulnerability assessment to the Director of Campus Services which will inform 5-year business plan.

• To ensure that all Security and Safety technical systems are effectively monitored, and incidents responded to effectively, with accurate incident reports and outcomes. • To ensure that staff operating the technology are trained and competent in the SCR. • To work with IT Services, Estates and other key stakeholders including contractors in developing the technology to enhance and improve safety and protect assets. The underlying principle being to deliver on the overall strategy. • To ensure compliance with GDPR to secure all data, working with Legal Services to manage any requests for release of data. • To ensure that all equipment is properly licensed and complies with the legislative requirements of operational deployment. • To oversee the management of security system contracts, including regular planned maintenance and prompt repair when there are failures e.g., CCTV, Radio, Key lock systems, alarm monitoring systems, incident reporting software, Safezone etc.
RESOURCE AND FINANCIAL MANAGEMENT
Oversee and ensure a resilient service that is suitably equipped to deliver service, this includes managing the available budget (circa £2.7million) to ensure effective delivery of services at best value for money. In this regard, the post-holder will work closely with the Finance and HR Business Partners. resilience, working with Operational Managers and HR to ensure vacancies and absence are effectively managed. • Following assessment of individual events, support planning and resourcing for such events, this can include the use of outside contractors, if required. • Provide necessary Health and Safety assessments and equipment for Community Safety and Security staff that protects them and enhances their effectiveness in their respective roles. This will include: • Maintaining an overview of team
