Introduction from the Vice Chancellor

Introduction and Overview

Estate Objectives

Leeds Beckett University has a long history that is reflected in the current estate, being the product of a number of amalgamations of educational establishments dating back to 1824. The oldest property has its origins from 1752; the newest we currently have was delivered in 2010. We operate over two major campus sites with a further separate area of sports pitches and a considerable portfolio of leased space the majority of which supports specialist teaching. The last 5 year strategy saw the conclusion of a programme of consolidation within the estate creating a more cost effective and efficient building portfolio. We have clearly focused on our teaching estate and divested ourselves of non-essential buildings, including some of our residential portfolio. The current non-residential estate consists of 60 buildings with a Gross Internal Area of 129,175m2. This currently supports the teaching of 19,827 full time Students and 2,317 members of staff.

The main objective of the Estate Strategy is to support our strategic activities with the most efficient and effective estate that can be delivered within sustainable resources. To deliver this the Estates Services needs to: • provide a modern learning and working environment to meet our mission and vision; • facilitate a wide range of spaces to support developments, in teaching, research and enterprise activities; • create flexible space in order to adapt to future changes in educational requirements; • create space that is fully accessible, meeting all ability needs; • produce and maintain campus and estate development Master Plans; • generate a capital works programme which goes beyond the period of our current strategy; • address any inefficiencies in space usage with emphasis on flexibility and appropriate timetabling analysis; • regularly validate the space needs of our institution to ensure that functional suitability is maximized; • establish and maintain clear routine, statutory and long term sustainable maintenance plans to raise the condition of the estate; • consider opportunities for efficiencies through shared services with similar institutions; • reduce carbon emissions to meet carbon targets.

Job description

Project Manager Purpose of the Job

• Assist in the Strategic Planning of the Capital and Improvements Programme.

• Maintain procedures and methodologies and suggest improvements.

• Manage capital and improvement projects.

Responsibilities 1. Deliver allocated projects as designated Project Manager and/or Contract Administrator, adopting best practice project management techniques, ensuring that projects are delivered in accordance with established programmes, timescales, budgets and quality levels. 3. Lead internal teams, external consultant’s teams and appropriate stakeholder groups for allocated projects, preparing appropriate studies, option appraisals, life cycle costings, estimates and similar at project level. 4. Ensure the provision of regular, timely and accurate project reporting for both within and outside the project delivery team. Reporting is to include time, cost, risk quality and project content 5. To ensure robust information management practice is adhered to, that records are efficiently maintained, are relevant, up-to-date and easily accessible to users as a sound base for management information. 2. Act as the Employer’s Representative and nominated key project contact for allocated projects.

6. To represent Estates on working groups as required.

7. To support in the review, development and implementation of procedures in order to support the University’s policies and estate Strategy and ensure adherence to the University’s regulations.

8. To support the Senior Project Mangers on a project by project basis in all planning activities.

9. Support the Estate Services’ website, ensuring adherence to the University’s standards and regulations.

10. To work as a member of a team within the Projects Team, Estate Services and with many staff at all levels across the University.

11. To undertake such other duties, commensurate with the grading of the post, as are required from time to time by the appropriate line manager.

Terms & Conditions

Terms & Conditions of Service are as determined by the Vice Chancellor for Support staff (within a framework set by the Board of Governors), and will have regard to any national recommendations arising from negotiations between the Universities and Colleges Employers Association (UCEA), and the recognised trade unions in so far as these are adopted by the Board / Vice-Chancellor.

Salary is currently within Grade 7.

On appointment staff will normally be placed on the first point of the substantive grade for the post.

Appointment above this will only be on an exceptional basis and subject to approval in line with our University’s Pay Policy.

Annual leave entitlement begins at 38 days

Hours of work per week = 37.

Probationary Period

Appointment to this position may be subject to a probationary period of up to 12 months, in line with our probationary policy. A copy of our probationary policy is available on our website or on request from Human Resources.

Person specification

Project Manager Essential Qualifications, Skills, Experience & Knowledge

1. Possession of a first degree in a relevant subject or working towards the equivalent.

2. Extensive experience of managing complex and inter-related projects, preferably in a higher education institution or large organisation, using best practice project management procedures.

3. A practical knowledge of contracts and their administration

4. Excellent communication and people management skills with experience of leading internal and external project teams. Building relationships and creating a positive and productive working environment.

5. Experience with using MS Project, or similar software

6. A practical understanding of construction procurement strategies and methods

Ability to prioritise and co-ordinate own workload, managing own time while working to set deadlines along with ability to work flexibly and cooperatively as a member of a team, sharing information and ideas with others. Whilst these performance attributes may relate to this role more specifically for recruitment and selection purposes, following appointment, all members of staff are expected to demonstrate effective performance across all six of our University’s performance attributes.
