The HomeFront Government Affairs News and Info
David Lehde Director of Government Affairs
A key item our industry has in the advocacy toolbox is our national grassroots effort. In coor - dination with NAHB, the Dallas Builders Association will hold our Legislative Conference meetings with our service area’s members of Congress on June 10. The meet- ings are held in Washington, D.C. and coincide with NAHB’s Spring Leadership meetings that are the second full week of June. Dallas BA staff and members will take to the Hill to discuss the need for the federal government to let our industry do what it does, provide quality housing, hopefully at a price point Americans can continue to afford. It is important that Washington does not further add to the challenges the residen- tial construction and development sector already faces. So, it is important that our members who can make it to Wash- ington join us in our Legislative Conference meetings as we explain to Congress that the best way to lower inflation in home prices is to build more homes. The 2026 National Legislative Conference is a unique opportunity for our Association to help write the next
Codes, Congress, and Clays
chapter of our nation’s economic history. If you plan to join us in Wash- ington, please contact the Director of Government Affairs as soon as possible. The HOMEPAC Shootout, presented by BGE, Inc., is sched- uled for August 12. The clay-shoot benefits HOMEPAC of Greater Dallas. This is a fun opportunity to support Dallas BA advocacy and enjoy the outdoors. The clay shoot will be hosted at the famed Elm Fork Shooting Sports facilities in Dallas. The event will begin with registration and breakfast at 8 a.m., followed by the clay shoot at 9 a.m. Lunch and posting of results will follow the shoot. The event format will be 4-man teams. Partnerships are also avail- able at multiple levels. For more information, visit pages 16-17 of the Dallas BA Marketing Guide, or contact the Director of Govern- ment Affairs at David.Lehde@ DallasBuilders.com.
Dallas BA works to secure needed regional amendment to 2024 IECC An effort led by the Dallas BA and Greater Fort Worth BA has resulted in a special amendment being added to the regional rec- ommendations from the Regional Codes Coordinating Committee at the North Central Texas Council of Governments. The amendment addresses a problem in the 2024 IECC, Section R405.2, the IECCs, direction on Simulated Building Performance Compliance. As currently written, the en- ergy cost compliance thresholds in R405.2, Item 3, can create un- intended outcomes in our region when applied through commonly used compliance software and pricing assumptions. The practi- cal issue is that the simulated performance path can become inconsistent and difficult to apply predictably, even when a proposed design is otherwise reasonable and aligned with the intent of the code. The amendment helps ensure the simulated performance path remains usable, enforceable, and aligned with the fundamental in- tent: the proposed design should perform at least as well as the
standard reference design. The Regional Codes Coor- dinating Committee on April 28 voted to approve the regional recommendation. The Association’s Director of Government Affairs serves as an elected member on the North Central Texas Council of Govern- ment’s Regional Codes Coordinat- ing Committee (RCCC), as do two of our members in their profes- sional capacity. The RCCC, and its five ad - visory boards comprised of local public and private code profession- als, continually reviews the latest editions of the model construction codes from the International Codes Council and recommends uniform amendments for the North Central Texas Region. This process pro- vides uniformity across jurisdic- tions, reducing training costs for municipal personnel and making it easier for contractors, builders and developers to do work across the region. The result is a package of code amendments tailored to better fit the region’s needs, as well as a reduction in construction costs that can be thousands of dollars per home.

Each month reinforces a different pillar – foundations, influence, team leadership, emotional intelligence and bias awareness, accountability, time management, decision-making, motivation, problem solving, and stra- tegic leadership.
