4 - Recreation and Programming

Goal: To create a destination-centered Recreation System, consisting of both facilities and programming that allow opportunities for healthy and fun living. Policy: Provide additional recreation facilities within the city.

• Action: Acquire/provide new areas for specialty recreation opportunities such as a skate parks, dog parks, areas for racquet sports (e.g. pickleball, badminton, tennis), and community gardening. Provide a new dog park at a location with lake access if feasible. • Action: Construct/acquire/provide a new indoor aquatics facility. Explore potential partnerships with school districts. • Action: Consider providing a new splashpad and evaluate the opportunity for two new outdoor neighborhood-scale pools for additional aquatic recreation. • Action: Create a new community event space at the City Center at Herfurth Park. Secondary event spaces, such as an amphitheater, can be provided at the Signature Recreation District and the Signature Gateway. • Action: Provide new areas for paddling launching, and in some cases boat launching, with associated amenities at Scenic Point Park, Paddle Point Park, Bayside, the Signature Recreation District, and the Signature Gateway, to correspond with new and improved paddling trails and with a new focus on providing recreation access to the lake. • Action: Complete a detailed analysis of what types of sports fields and courts are desired, needed, and feasible in Rowlett. Examples mentioned throughout the planning process for the update to the Master Plan were pickleball, tennis, hockey, basketball, and soccer, among others. • Action: Provide recreational programming and space for racquet sports (e.g. pickleball, tennis, badminton).
