Spikes in contaminants raise red flags at landfill RICHARD MAHONEY richard.mahoney@eap.on.ca

ture. During the 2012 season it is estimated that the volume of waste at the landfill in- creased by 720 cubic metres. The remain- ing footprint available in a 25-year devel- opment plan is 2,417 cubic metres, or 37 per cent of the area initially available. The area available for disposal across the entire landfill is 12.38 hectares, which is sufficient for over 100 years of operation. More monitoring is needed

Monitoring at the landfill on Cassburn Road has found ele- vations of contaminants on the property.

L’ORIGNAL | “Significant” spikes in con- taminants at a Champlain Township waste disposal site have raised concerns about potential environmental problems and another unexpected expense. Samples taken last year from test wells at the site on Cassburn Road south of L’Orignal show that concentrations of materials such as iron, manganese and dissolved organic carbon are “significantly” increasing, ac- cording to a report submitted to council. Contaminant levels in leachate from the 61-acre landfill surpass Ministry of the Envi- ronment guidelines, advises LRL Associates Ltd., the firm which examined data in the spring and fall of 2012. To deal with the “non-compliance issues,” the township should install five additional monitoring wells on the northern and west- ern sides of the property in order to deline- ate the leachate plume. The installation of more wells would cost about $15,000. But, depending on the results of the in- creased monitoring, the municipality could be facing an additional expenditure. The consultants suggest that if the results in- dicated the concentrations are present at the property line, the township should buy more land, place impermeable covers on the garbage or relocate the disposal site for additional waste to areas that allow for greater protection of the water table. “Prepare yourselves for further costs,” Mayor Gary Barton cautioned colleagues at a meeting last week. Elevated levels in one test well may be due to agricultural operations in the area, the firm relates. But readings in other loca- tions on the site indicate that concentra- tions are exceeding levels recorded in pre- vious years. In the past, the site had been used as a dump. But in recent years, the waste stream at the property has been curtailed. The site is licenced to receive domestic and commer- cial non-hazardous solid industrial waste, with all other regular domestic liquidwastes being disposed of at a separate landfill site. The wastes accepted at the Cassburn land- fill include“white goods,”such as tires, scrap metal, construction debris, wood and furni-
