I’m happy to see an increase in our infrastructure fund.”

Councillors Jamie Laurin and Cindy Saucier both voted against accepting the final budget report presented during the Tuesday evening meeting. They expressed concerns about some of the spending priori- ties and also changes to some of the user fee structures. Laurin cited the proposed six per cent increase in the actual consumption rate for the township’s water service. The increase is to compensate for an expected increase in the City of Ottawa’s own water user rate. Russell Township is connected to the Ottawa water distribution system. Any changes in that municipality’s water rates affect the township’s water rates too. “I hear they (Ottawa) may be actually looking at a 3.3 per cent increase,” said councillor Laurin. “So how do we ensure

an operations budget of about $25.8 million and a capital works budget of about $27.6 million. The municipal levy portion of the budget is about $11.8 million. This means a two per cent tax increase. For the average home- owner with a house and land assessed at $330,000 value, that would equal a $32 increase on the property tax. Other types of property, such as commercial and industrial, will have different rate changes. The municipality will send out property tax notices later in the spring. Besides the municipal property tax, those notices will include the property tax amounts owed to TDIPPMEJTUSJDUT UIFDPVOUJFT UIF4PVUI/B - tion Conservation Authority, and the province, which the municipality has to collect and later forward to those groups.
