Un rapport au conseil des Comtés unis de Prescott et Russell (CUPR) explique ce qui fonctionne pour le développement économique de Prescott-Russell et offre une stratégie en 14 étapes pour faire mieux. Le conseil des CUPR a reçu et approuvé le rapport Opportunités Prescott-Russell Opportunities (OPRO) lors de sa réunion du 20 février. Le rapport de l’OPRP traite d’une étude de deux ans pour le département du développement économique et du tourisme des CUPR dans le cadre de la planification de sa stratégie de développement économique pour la région. « Le but de ce sondage (projet) était d’analyser la situation des entreprises de Prescott et Russell afin de mieux comprendre leurs défis et leurs possibilités, a déclaré l’avant-propos du rapport, et aussi de déter- miner les mesures à prendre pour favoriser leur maintien et leur expansion ». Plus de 500 entreprises de Prescott- Russell ont été consultées dans le cadre du rapport OPRO, y compris celles des secteurs industriel, commercial, agricole et touristique. Le projet a également fourni des conseils et d’autres formes d’aide à certaines entreprises, soit pour les encou- rager à demeurer dans la région de Prescott- Russell, soit pour les aider à régler certains des problèmes qui entravent leurs activités. Olivier Berthiaume, agent de projet au service du développement économique des CUPR, a indiqué que le programme OPRO a contribué à maintenir 20 entreprises dans Prescott-Russell et éviter qu’elles se relocalisent ailleurs. Mais il a noté que les résultats de l’enquête et d’autres ren- seignements recueillis dans le cadre de l’étude OPRO indiquent « plus de stabilité que de croissance » dans le développement économique de la région. « Les entreprises de Prescott-Russell ont de la difficulté à attirer la main-d’œuvre dont elles ont besoin, a déclaré M. Berthiaume au conseil des CUPR, ce qui affecte leur capacité à créer de nouveaux emplois ». Le rapport OPRO comprend un plan d’action en 14 étapes pour régler certains des problèmes auxquels sont confrontées les entreprises de la région, qui entravent leurs activités ou les forcent à fermer leurs portes et à déménager dans une autre col- lectivité à l’extérieur de Prescott-Russell.

I’m happy to see an increase in our infrastructure fund.”

Councillors Jamie Laurin and Cindy Saucier both voted against accepting the final budget report presented during the Tuesday evening meeting. They expressed concerns about some of the spending priori- ties and also changes to some of the user fee structures. Laurin cited the proposed six per cent increase in the actual consumption rate for the township’s water service. The increase is to compensate for an expected increase in the City of Ottawa’s own water user rate. Russell Township is connected to the Ottawa water distribution system. Any changes in that municipality’s water rates affect the township’s water rates too. “I hear they (Ottawa) may be actually looking at a 3.3 per cent increase,” said councillor Laurin. “So how do we ensure
an operations budget of about $25.8 million and a capital works budget of about $27.6 million. The municipal levy portion of the budget is about $11.8 million. This means a two per cent tax increase. For the average home- owner with a house and land assessed at $330,000 value, that would equal a $32 increase on the property tax. Other types of property, such as commercial and industrial, will have different rate changes. The municipality will send out property tax notices later in the spring. Besides the municipal property tax, those notices will include the property tax amounts owed to TDIPPMEJTUSJDUT UIFDPVOUJFT UIF4PVUI/B - tion Conservation Authority, and the province, which the municipality has to collect and later forward to those groups.

COUNTIES BUDGET APPROVED DESPITE ONE “NO” VOTE

Mayor Guy Desjardins of Clarence- Rockland cast the sole vote against approving this year’s budget for the counties. The United Counties of Prescott-Russell council (UCPR) approved the 2019 budget during their February 20 session but it was not a unanimous vote. Clarence-Rockland’s mayor voted no for two reasons. “To accept a 3.8 per cent tax (increase) for the counties is not proper,” said Desjar- dins during a later interview. “I would have preferred to have three (per cent) or less.” Desjardins also thinks counties council could have kept the property tax increase lower, if it had chosen to draw on some of its reserves for funding some of the capital works allocations included in the budget rather than pay for them through the county tax levy portion. He argued that counties council could always “pay back” any money drawn from reserves during future budgets. “They’ve got reserves,” Desjardins said. “They could have borrowed the money if they had to.” The 2019 UCPR budget is $111,966,000. That includes all sources of funds, from senior government grants to user fees col- lected. The county levy portion of the budget is $45,074,900, which is about $2.4 million more than the 2018 counties budget tax levy. This means a 3.82 per cent property tax rate increase. Il y a deux ans, François Latour a deman- dé à Robin Cayer, d’Embrun Collision, de peindre en rose un moulin à battre le blé pour la cause du cancer du sein… et pour le Record Guiness du plus grand nombre de machines, qui se tient le 11 août, à Saint-Albert. Chose promise, chose due. « Je me suis dit que c’était important. On réalise que ça peut être quelqu’un autour de nous qui peut avoir le cancer du sein. Un projet d’envergure est en préparation dans la municipalité de La Nation afin que les résidents puissent s’identifier à leur communauté.
Le comité Éco-École de l’École secondaire catholique d’Embrun avait soumis un projet à la Fondation Desjardins, en octobre dernier, portant sur l’environnement. Ce projet, lancé dans toutes les écoles, demandait aux participants d’imaginer quelque chose qui touche l’environnement. « Le projet que nous avons proposé, a expliqué l’enseignante Kim Savage, représente un jardin mural à l’intérieur de l’école. » En décembre dernier, le comité a eu l’heureuse surprise d’avoir été sélectionné et, surtout, d’avoir remporté la somme de 3000 $, somme qui aidera à créer l’œuvre. A super-sized quilt is in the works in honour of The Nation and help residents better identify with their community. The Quilt Project, launched by Councilor Marie- Noëlle Lanthier, will involve 20 women living in the area making a gigantic mural quilt that will feature symbolic representations of The Nation region. TAKE NOTICE that the Council of the Corporation of the Village of Casselman will hold a public meeting on the Tuesday the 26th day of March 2019, at 6:30pm in the Community Hall at the JR Brisson Complex, 758 Brebeuf Street, Casselman, to consider a proposed amendment of the Village of Casselman Zoning By-Law No. 1996-635 under Section 34 of the Planning Act , R.S.O. 1990, as amended. Zoning Amendment Proposal The purpose and effect of the zoning amendment application is to add a new general provision to control the use of shipping container within the Village of Casselman. 4.36 Shipping Container a) The use of a shipping container as a permanent accessory building or structure shall be prohibited save and except within Highway Commercial (HC), (HCR), (HCS) zones, Industrial (M) zones and Institutional (I), subject to the following provisions: • No shipping container shall be located within the front yard; • The shipping container shall be located at a minimum distance of 6.0 metres from any exterior side lot line; • The shipping container shall be located at a minimum distance of 1.2 metres from any interior side and rear lot line; • The maximum lot coverage shall be equal or less than 5% or limited to a maximum of four (4) shipping container per lot, whichever is less; • The issuance of a building permit is required for the use of a shipping container as an accessory building or structure; • The stacking of shipping containers is prohibited; • Notwithstanding the above the use of a shipping container as a permanent accessory building or structure may be permitted on lands owned by the Village of Casselman.
