AVIS D’ADOPTION DU RÈGLEMENT No. 2019-85 REDEVANCES D’AMÉNAGEMENT SOYEZ AVISÉS que le conseil de la Cité de Clarence-Rockland a adopté le règlement no. 2019-85 établissant les redevances d’aménagement, le 2e jour de décembre 2019, conformément à l’article 2 de la Loi de 1997 sur les redevances d’aménagement. SOYEZ AUSSI AVISÉS que toute personne ou organisme peut faire appel au Tribunal d’appel de l’aménagement local aux termes de l’article 14 de la loi, à l’égard du règlement sur les redevances d’aménagement, en soumettant au plus tard le lundi 13 janvier 2020, un avis d’appel indiquant l’objection au règlement et les raisons appuyant cette objection à la greffière de la Cité de Clarence- Rockland. Les appels déposés au bureau de la greffe situé au 1560, rue Laurier, Rockland Ontario, K4K 1P7, seront acceptés le ou avant le 13 janvier 2020. Des frais de traitement seront payables aubureaude la greffe avec la demande d’appel. L’appelant doit contacter le Tribunal d’appel de l’aménagement local (Commission des affaires municipales de l’Ontario) afin d’accéder aux formulaires et frais provinciaux applicables. Les frais indiqués dans ledit règlement s’appliqueront à tous les nouveaux développements résidentiels et non- résidentiels, sujets à certains termes, conditions et dérogations limités, tels qu’identifiés. Les redevances d’aménagement à l’échelle municipale sont perçues pour les nouveaux développements pour payer l’augmentation des frais en capital reliés à la fourniture de services municipaux tels que la protection des incendies, les services reliés aux routes (travaux publics), aqueduc et égouts. L’annexe 1 établit les frais de redevance d’aménagement applicables pour l’ensemble de la Cité de Clarence- Rockland pour les services non réduits seulement. Les redevances d’aménagement sont imposées sur le développement de tous les terrains situés à l’intérieur des limites de la Cité de Clarence-Rockland et par conséquent aucune carte n’est fournie avec cet avis. Les redevances d’aménagement reliées aux services réduits de la Cité demeureront perçues, tel que permis par la législation conformément au règlement 2015-13, jusqu’à temps que la Cité adopte un règlement relatif aux redevances de bénéfices communautaires ou lorsqu’une date sera prescrite par un règlement provincial, selon la première éventualité. Les redevances d’aménagement imposées sous le règlement 2019-85 entreront en vigueur le 2 février 2020. Des copies du règlement sur les redevances d’aménagement sont disponibles pour consultation durant les heures d’ouverture (jours de la semaine de 8h à 16h30) au bureau de la municipalité situé au 1560 rue Laurier, Rockland et sur le site web au www. clarence-rockland.com. NOTICE OF ADOPTION BY-LAW No. 2019-85 DEVELOPMENT CHARGES
TAKE NOTICE that the Council of the City of Clarence-Rockland passed Development Charge By-law No. 2019-85 on the 2nd day of December, 2019, under Section 2 of the Development Charges Act, 1997. AND TAKE NOTICE that any person or organization may appeal to the Local Planning Appeal Tribunal under Section 14 of the Act, in respect of the Development Charges By-laws, by filing with the Clerk of the City of Clarence-Rockland on or before Monday, January 13, 2020, a notice of appeal setting out the objection to the By-laws and the reasons supporting the objection. Appeals filed with the Office of the Clerk at 1560 Laurier Street, Rockland Ontario K4K 1P7, will be accepted on or before Monday, January 13, 2020. A processing fee will be payable to the City of Clarence-Rockland Clerk’s Office with the appeal application. The appellant is advised to contact the Local Planning Appeal Tribunal (Ontario Municipal Board) to access required forms and applicable Provincial fees. The charges in the aforementioned by-law will apply to all new residential and non- residential development, subject to certain terms, conditions and limited exemptions as identified therein. City-wide development charges are levied against new development to pay for the increased capital costs related to the provision of such municipal services as Fire Protection, Services Related to a Highway (Public Works and Roads and Related), Waterworks and Sanitary Sewage. Schedule 1 below sets out the development charge rates applicable throughout the City of Clarence-Rockland for non-discounted services only. Development charges are imposed on the development of all lands located within the geographic boundary of the City of Clarence-Rockland and therefore no map has been provided as part of this notice. Development Charges related to the City’s Discounted Services will continue to be levied as permitted under the legislation under By-law 2015-13 until the City adopts a Community Benefits Charge by-law or until a date prescribed by Provincial regulation, whichever occurs first. The development charges imposed under By-law 2019-85 come into effect on the 2nd day of February, 2020. Copies of the complete Development Charge By-law are available for examination during regular business hours (weekdays from 8:00 a.m. to 4:30 p.m.) in the offices of the municipality located at 1560 Laurier Street, Rockland, and on the website at www.clarence-rockland. com.
