Panther Island and Rock Island Panther Island is currently mostly vacant, presenting a largely clean slate for development. Its AOS assumptions of 24,000 residents and nearly 38,000 jobs reflect this capacity. Realizing that potential depends on completing the Trinity River Vision flood control infrastructure, which would open the island to development for the first time, and on ensuring that new connections from the island to the broader network, particularly CtC Priority Projects 1 and 2, are in place to serve the resulting demand.
