The AT projects prioritization focuses on planning-level measures of demand, connectivity gaps, safety needs, comfort conditions, and opportunities to connect with transit or other major destinations. The evaluation applies metrics such as the TPI, household and employment density, the HIN, the Pedestrian Experience Index (PEI), and the BLTS, along with network continuity and gap- closure potential. This methodology allows each project to be assessed consistently within its category using the most current data available. The resulting prioritized lists, as shown in Figure 8.18 , Figure 8.21 , Figure 8.22 , Figure 8.23 , and Figure 8.24 , include the top 20 projects within each facility type. These rankings identify where walking and bicycling improvements can have the most meaningful impact and provide a foundation for future multimodal investment that supports the goals of the MTP.
