8.11. Program Delivery, Prioritization, & Next Steps The TIP and Prioritized Project Lists together provide a comprehensive framework for advancing Fort Worth’s transportation priorities across the 2026, 2030, and 2034 investment cycles and beyond. The investment cycles form the fiscally constrained core of the program, while the long-term roadway priorities and Active Transportation (AT) priority lists outline the broader vision for future investments. Together, these components offer a balanced, data-driven approach for managing both near-term delivery and long-term system development. 8.11.1. Advancing Projects with Confidence The project development process demonstrates how Fort Worth moves transportation projects from early ideas into confident, on-budget delivery. As projects progress through each stage, the level of definition, coordination, and accountability increases, reducing uncertainty and strengthening the City’s ability to deliver projects on time and within budget.

The early phases, shown in dark blue in Figure 8.25 , represent the core responsibilities of the Regional Transportation and Innovation (RTI) division of the Transportation and Public Works Department (TPW). RTI leads initial coordination, feasibility review, PE, and early scoping efforts, so that every project entering design and construction is well-founded, well-documented, and aligned with City priorities. As projects move into later stages, collaboration expands across divisions and partner agencies, increasing technical detail, cost confidence, and funding precision. By the time a project reaches design and construction, confidence in cost and schedule is at its highest, reflecting the strength of the foundation built through TPW’s performance- based transportation planning and project development work.
