In addition to defining roadway classifications, the Master Roadway Network establishes the design expectations that will shape future corridors. This includes cross-section typologies based on modeled capacity needs, ROW preservation requirements, and multimodal facility expectations. Consistent with the City’s ATMN, all Major Collector and above facilities must include separated and protected active transportation facilities, which may take the form of shared-use paths (SUPs) or protected on-street bicycle facilities with vertical separation, creating a safer and more comfortable multimodal experience on all major roadways. To support Fort Worth’s evolving transit network and improve system reliability, the Master Roadway Network introduces TPC, a new sub- classification applied to selected Arterials and Major Collectors. This designation identifies corridors where the City intends to enhance transit operations through one or more Transit Priority Treatments, such as dedicated transit lanes, TSP, queue jumps, and other tools that improve speed and reliability. The designation

does not prescribe a fixed cross-section; instead, it expresses the City’s readiness to allocate space or operational priority for transit, with specific treatments determined through future corridor-level studies. The Master Roadway Network also carries forward key components of the previous Master Thoroughfare Plan, including: ■ Industrial Collector roadway types, which remain applicable in contexts where freight circulation, industrial loading needs, and access requirements differ from typical commercial or residential collectors ■ Typical footprints and ROW requirements for grade separations, including both railroad crossings and other major grade- separated structures, helping to preserve ROW needs where grade separation is anticipated or required in the long-term

Implementation of the Master Roadway Network occurs primarily through the land development process. When development or redevelopment occurs along an identified roadway, property owners are required to dedicate the ROW necessary to achieve the adopted cross-section. Depending on the scale of development and proportionality of impacts, construction of portions of the roadway may also be required. This incremental approach enables ongoing build-out of the network, supplemented by City-led capital projects and bond initiatives that deliver major corridors, system connections, or grade separations that cannot be completed through development alone.
