1.8.5. Target Speed The Master Transportation Plan incorporates the concept of Target Speed — the speed at which the road designer intends for motorists to travel. Target speed is a foundational element of a Complete Streets and Safe Systems approach to roadway design. This approach influences vehicle speeds through design rather than signage alone — most notably through lane widths, vertical elements such as street trees, block spacing, and intersection frequency.

The City requires the use of target speeds in roadway design. The default target speed informs the design of roadway elements, including horizontal and vertical curvature, and should ultimately be reflected in the posted speed limit. Where site conditions or engineering considerations support a different approach, designers should coordinate with TPW. See the Transportation Engineering Manual for additional guidance.

Target speeds apply to City-controlled (MRN- CR) facilities only. TxDOT on-system facilities, including Interstate, US, and State highways, are governed by TxDOT standards regardless of functional classification or overlay. The following target speeds in Table 1.4 are required by functional classification and overlay. Where no overlay applies, the base functional classification governs.
