16. Ensure that project activity fully complies with all statutory and regulatory requirements. 17. In conjunction with the Group Director Estate Development complete the design and then implement a customer satisfaction regime to ensure that the responses of customers are gathered and then action taken to improve delivery based on the feedback. Ensure in-house and consultant teams deliver projects with a customer satisfaction ethos. 18. Deputising for the Group Director of Estate Development as required and therefore taking responsibility for reporting and presenting to the University Leadership Team, developing and maintaining relationships with external partners and representing the University as the Lead Officer for Estates Development as required. 19. Develop strong relationships with key internal and external stakeholders in particular statutory authorities. 20. Ensure that at the completion of each project that a post completion review is carried out on the performance of consultants and contractors and that this is feedback to them. 21. In conjunction with the existing Deputy Director Estate Development and in line with our Corporate Performance system identify appropriate performance and personal development objectives that can be used to monitor the performance of the team. 22. Work collaboratively with senior management across the Estates Team to ensure their reasonable needs are incorporated into project briefs and then delivered. 23. Prepare high quality, commercially focused Option Appraisals and make recommendations. 24. Ensure records are created and maintained to satisfy the audit requirements of both the University and external stakeholders to schemes. 25. Assess the resources required for projects and allocate them appropriately including the use of both internal officers and external consultants as required. 26. Review the current consultant frameworks before expiry and provide recommendations on the implementation of future frameworks.
27. Contractual negotiations with contractors, consultants and other external suppliers, agreeing service requirements, fee levels and payments. 28. Provide consultancy support to managers throughout the University regarding general property and construction issues and, in particular, the management and implementation of construction projects. 29. Work closely with Estates Space Manager to ensure that projects make the best use of space and achieve the occupants’ needs. 30. To develop and instil an ethos of Customer Excellence, continual improvement and efficiency within the all Estate Development activities. AND such other duties as are within the scope and spirit of the job purpose, the title of the post and its grading. The university wishes to appoint a high calibre individual with a proven level of ability at this level and with significant experience in the delivery of high value projects and programmes of work.
