RUSSELL | Both sides are now lining up as the environmental review process begins on a proposed commercial waste recycling project that has stirred up controversy in both Russell Township and neighbouring villages with the City of Ottawa’s rural sector. Environment Minister Jim Bradley has signed off on the Terms of Reference (ToR) that Taggart Miller Environmental Services (TMES) has proposed for the environmental assessment process (EAP) for its Capital Region Resource Recovery Centre project (CRRRC). Bradley approved the ToR in mid- December prior to the Christmas break after making a couple of changes to the document. “Please note,” stated Bradley in a letter to TMES, “that I have amended the Terms of Reference torequireyoutoundertakepublic consultation during the environmental assessment sufficient to demonstrate that the needs of interested persons have been considered.” Thoseamendmentsincludeademandthat all public consultation sessions held during the EAP be bilingual to accommodate both French- and English-speaking residents
