UPP - Technical Asset Manager

• Agree packages of work items to be either carried out or instructed directly by URS site teams and manage the procurement, quality of work and budget to completion. • Be responsible for the approval of Purchase Orders (POs) raised by URS site teams for Sinking Fund items in accordance with contractual obligations. Work with finance colleagues to raise POs for Sinking Fund Works and align these POs with packaged construction contracts including ‘receipting’ in line with Certificates for Payment. • Authorise all scheduled Sinking Fund expenditure within delegated authority limit and monitor and report on the in-year Sinking Fund budgets in total and by site. • Work closely with the Procurement team and URS site teams to ensure the best commercial and service delivery terms are achieved for Sinking Fund Works in line with whole life value and sustainable performance. Add value by proactively seeking opportunities which generate efficiencies for UPP. • Prepare project delivery plans for each site including tracking forecast Sinking Fund Works against the approved forecast and budget. • Develop a strong understanding of contractual condition obligations as they pertain to Sinking Fund or Life Cycle asset management within the scope of the SPV’s boundaries. Work closely with Technical Asset Management team colleagues and URS site teams to ensure compliance. • Project manage the process for the delivery of Sinking Fund Works, perform Contract Administrator duties and ensure all works are completed to a good quality, on time and within budget. Preparing building contract documents in line with approved POs. • Work with finance colleagues and URS site teams to monitor actual spend against the sinking fund forecast, and budget and report monthly as required.

Job Purpose The Technical Asset Manager will deliver asset management activities in the relevant region to ensure that all aspects of asset management are delivered effectively and efficiently including Sinking Fund Works / Asset investment planning and delivery, working closely with the Defect Manager on defect investigation, management and resolution. Providing support on; proactive maintenance, energy and environmental management and Health & Safety performance regarding asset management. The Technical Asset Manager will operate in a region which includes an Assistant Technical Asset Manager and Regional Technical Asset Manager. Roles and Responsibilities

• Undertake analysis of asset condition and replacement cost profiling for the preparation of short, medium, and long-term Sinking Fund Works programmes to inform asset investment planning and strategic decision making on UPP’s assets. • Manage, coordinate, and undertake condition surveys to prepare Sinking Fund Works Programmes including details, prioritisation, timing and cashflow of proposed works, for approval by SPV Boards and agreement with University partners in line with contractual obligations. • In the preparation of the Sinking Fund Works programmes work closely with UPP colleagues to consider and include analysis of condition, energy and sustainability, student feedback, University partner perception / feedback, occupancy data and market analysis. • Undertake tendering, procurement, delivery and monitoring of Sinking Fund Works and related projects in conjunction with URS site teams, and contractors to ensure that all deliverables are to schedule, within cost and meet the output specification and contractual standards including appropriate project controls and risk management processes.

• Maintain an up-to-date record of estate condition informed by undertaking surveys and reviews. Undertake regular site visits to assess the condition of buildings and report on remedial action required to prevent deterioration of the asset which might lead to contractual non-compliance or loss of revenue and/or Health and Safety risk. • Assess and provide specific insight into the performance of building elements. Identify opportunities to optimise performance which may lead to longer service life and reduce the frequency of replacements. • Work closely with URS’ Technical Services Manager to understand the M&E assets on all sites and agree a strategy for refurbishment/replacement within the agreed budgets. • Produce, review, and control necessary documentation including tender specifications, pre-construction documentation, post-construction documentation (O&M’s, warranties, asset register, drawings etc) relating to Sinking Fund Works.

• Ensure all statutory obligations (including CDM) are met in the delivery of asset management activities and Sinking Fund Works Programmes.
