Thank you for your interest in the Senior Project Manager role. INTRODUCTION To support the realisation of the University Strat- egy we have embarked on a major new invest- ment programme in our physical and digital infrastructure, the £500m Integrated Infrastruc- ture Plan. This will see several seminal projects to support our Transformational Initiatives, in- cluding a new iconic Student Centre at the heart of the campus, a new home for the School of Physics, Engineering and Technology (PET), and a world-class building to accommodate the new Department of Architecture. This investment and the associated projects will also be integral to the delivery of the University’s Sustainability Plan, achieving a pathway to net zero by 2030. To enable the delivery of the Integrated Infra- structure Plan we are seeking to appoint to sev- eral important posts within the Estates Develop- ment team.

The Senior Project Manager will lead a diverse range of Estates Development projects that em- anate from the Integrated Infrastructure Plan. The role will have responsibility for ensuring the quality of design for buildings and landscap- ing is compliant with the Integrated Infrastruc- ture Plan design briefs, whilst ensuring strategic thought is given to long term planning and de- sign of the University’s estate. Projects vary from complex refurbishment projects through to ma- jor redevelopment and new build schemes. The role also gives the chance for an individual to gain leadership experience, with responsibility for leading and managing Project Managers and Assistant Project Manager. The Directorate of Technology, Estates and Facilities [DTEF] is responsible for ‘providing out- standing work, study, research facilities, and facilities to en- hance the student experience, on campus and online’.
Our directorate consists of three sections which are:

Campus Services Campus Services oversees a range of criti- cal resources to deliver a great experience for students, staff and hosted businesses: • ensuring the efficient allocation of Uni- versity space through managing the Uni- versity’s residential accommodation ser- vice, learning spaces (timetabling, room bookings and audio visual technology), space audit and space planning activity; • providing effective facilities services in- cluding cleaning, travel and mail room services; • leading customer relationship teams, through operating a range of receptions, and the Facilities Helpdesk; • ensuring that teams within Campus Ser- vices support the best possible decision making across DTEF.
Our role is to provide services and facilities to the core business of the University and wider community. We monitor service lev- els ensuring that we deliver these safely, to a high quality, and in a timely manner to meet the University’s operational needs.
THE ROLE
Areas of Service Delivery
MAIN PURPOSE OF THE ROLE
Estates Operations Estates operations are responsible for pro- viding a fit for purpose estate, ensuring: • Well-planned operations and mainte- nance of the University’s buildings and grounds, while meeting environmental sustainability objects; • The efficient provision of requisite infra- structure and utility supplies; • That the University’s estate meets health, safety and other legal requirements; • The effective management of the Uni- versity’s property portfolio. Estates Development Estates Development leads the sustainable development of the campus, including:

KEY RESPONSIBILITIES
Collaboration and Communication • Lead internal meetings, working groups and sub-committees at an operational service level to influence governance, organisa- tional policy and standards for the service. • Develop long term relationships with senior stakeholders to en- sure effective and valued out- comes. • Develop and encourage mutually beneficial internal/external work- ing relationships. • Identify and develop opportuni- ties for communities of practice and knowledge sharing. Governance and Oversight • Promote and develop a deep understanding of organisational policy and regulations. • Manage quality and regulatory audit process. • Provide advice to stakeholders regarding compliance and regu- lations where there is significant complexity and/or appropriate assessment of risk required. • Horizon scan to understand emerging legislation and regula- tion and propose the University’s response to these changes. • Accountable for ensuring pro- cedures and policy meet all re- quired legislative or regulatory standards. • Ensure a safe and secure work environment; take responsibility for health and safety consider- ations through the completion and implementation of risk as- sessments . Planning and Organisation • Responsible for the operational and strategic planning for their area that is likely to involve co- ordination and integration with broader directorate planning. • Significant input to long term strategic planning. • Lead project scoping, initiation, planning and implementation for large scale/University wide initia- tives. ROLE SPECIFIC
(Role holders will be required to un- dertake some or all of the duties be- low) Role Specific Responsibilities • Lead strategic projects and infra- structure projects on behalf of the Directorate. • Take operational responsibility for the effective delivery of capital projects from inception to com- pletion and occupation. • Develop specific areas of the specifications and design, in- tended to inform contractors of development standards and re- quirements of the University of York. • Ensure that the organisation complies with and meets best practice in relation to Health & Safety Procedures and other rel- evant legislation. • Ensure that new buildings are handed over to the University of York as a client, to the required standard and with appropriate documentation. • Ensure that potential for defects liability is reported within the agreed period and that appropri- ate action is taken in accordance with the reports. • Lead and manage Project Man- agers and Assistant Project Man- agers in the delivery of projects.
Substantial industry experience of working in a lead Project Manager role across refurbishment and new build projects up to £45m in value. Strong commercial and financial acumen with experience of managing contracts and budgets, including reporting on budgets for projects. Experience in the procurement and management of external delivery partners (such as consultants and contractors) in the delivery of projects. Possessing relevant professional qualification and technical background in a con- struction, architecture, surveying, engineering or related discipline.
