The role

Engineering Strategy:

• Develop action plans to ensure continuous improvement in maintenance and backlog investment priorities and use the PlanOn Facilities management system to identify failure trends.

• Be the key professional in shaping and building Estates Engineering Services to meet current and future needs, taking the lead role in delivering change, setting direction and long term plans. • Develop a long term Estates Engineering Strategy and implement it through respective areas of engineering maintenance, statutory compliance and energy management. • As a senior member of the Estates Senior Management Team, support the delivery of the Estates Investment Strategy, leading and directing effective processes for investment in engineering assets, efficienct and effective maintenance within existing portfolio and proposed capital developments. • Maintain compliant and high standards of engineering throughout the University Estate and ensure that internal and external contract teams achieve the required low energy and sustainability standards in line with University Environmental Sustainability Strategy. • Develop life cycle costing strategies and solutions in conjunction with other Estate Services stakeholders to support investment appraisal decisions. • Ensure that the engineering team is kept abreast of innovation and technical advancements related to the delivery and maintenance of engineering systems including the particpation in relevant fora and networks.

• Ensure all plans and actions are aligned with statutory regulations and any new requirements.

• Demonstrate a thorough understanding of plant failure reduction techniques to reduce the impact of unexpected breakdown on the routine operation of all plant and equipment. Introduce a risk based, best practice maintenance regime in order to deliver optimum levels of customer service. • Procure and deliver a Building Services Measured Term Contract for planned maintenance and statutory inspections to consolidate the number of Estates Contracts and increase pace, focus and quality. •  Act as lead representative for engineering focussed investment projects within Estates and contribute to the capital development plan, assisting in the preparation of future focussed resources and budgets and a full awareness of CDM 2015. •  In conjunction with the Head of Estates Operations, be responsible for developing policy relating to new engineering assets and the maintenance strategies for existing engineering systems. • Support Capital Development projects teams to ensure that best practice engineering design is considered within new schemes and that systems are consistent and fit within overarching University engineering strategies and specifications. • Provide advice to EFCD Senior Leadership Team on the strategic development and management of engineering systems on to ensure best value is considered in both capital development projects and maintenance operations. • Ensure the effective handover of new assets and infrastructure is carried out and that all certification, health and safety documentation and maintenance expectations and received and understood. This will be support by the Estates Health and Safety Manager. Estates Development and Masterplan

• Support University engagement with Research and external initiatives.

Planned and Statutory Maintenance

• Lead the annual planning process for the engineering and feed into the overall Estates strategic plan.

• Develop an effective planned maintenance programme for all mechanical and electrical plant and equipment and associated systems, to meet SFG20 requirements. • Develop an effective long term maintenance programme for all mechanical and electrical plant and equipment and associated systems, to meet University requirements.
