Faculty/Professional Support Service • Ensure that estates spend is contained within the boundaries identified through the financial and business planning process, making clear to Senior Management when and why there are budget pressures. • Effectively plan, profile and forecast the departments financial requirements on an ongoing, dynamic basis throughout the year in line with th University’s planning and acc untability cycle, leading the continual scanning of the operating environment and horizon. • Develop effective budgetary control techniques to ensure optimum value for money is achieved and which w ll ssist in the preparation of the Estates Directorate budget submissions. • Oversee the planning and scheduling of resources to ensure they are aligned to business priorities and make the best use of available resources. Estates Facilities and Capital Development • Ensure there is a very clear view of the performance of all systems and infrastructure assets. • Seek feedback from business stakeholders within Estates and Fac lities and work with the team to implement improvement • Produce high quality and timely management reports on planned and statutory maintenance • Direct the optmisation of building services to improve energy managem nt to reduce costs and support energy/carbon reduction and the University’s Carbon Management Plan. • Ensure that engineering activities are continually reviewed, processes improved and risk to business is minimised and that SLAs are achieved. • As Head of Estates Engineering, you will lead the Estates Engineering function, which is responsible for planned and statutory maintenance of engineering, building services systems and infrastructure assets.

• You will ensure that engineering assets, equipment and associated systems within the estate are maintained to a high and compliant standard and provide evidence/systems to support this. Health, Safety & Complianc • Develop and maintain an Engineering Strategy to ensure the safe, compliant, sustainable and future focused management of our University buildings including the forward preparation of resource budgets to support the capital programme, including support for life cycle costs • Working with Estates Health and Safety Manager, take lead responsibility for enhancing and ensuring (SFARP) safe working practices across all engineering • Deliver efficient maintenance contracts in a cost effective manner and make the most efficient use of finance and resources, including the priorisation of backlog maintenance investment and asset life cycle replacement. • Ensure the Engineering function has the right people, competencies, skills and ways of working to deliver effective services for the business including the the development and delivery of robust training plans. • Lead continuous improvement and inspire the whole team to look for and drive ways to improve ways of working, tools and techniques • Ensure that n cessary risk assessments, method statements, permits to work and update appropriate operational manuals in accordance with all current services and contractors work, developing and enforcing clear guidelines and liaising with the University Health and Safety team to ensure the health and saf ty of self, team d other parties t all times

safety legislation, to ensure (SFARP) effective management of health and safety, avoiding any health and safety breaches.

• Act as the lead in your team in the appointment, induction and training of managers and colleagues. • Ensure all staff you are responsible for are appropriately reviewed and developed using the University’s professional development review scheme

• Ensure all analysis and reporting associated with Estates Engineering is managed effectively and timely and contributed to systematic efficiency improvements.

• Ensure that the necessary inspection schedules are in place and effective for insurance inspections of assets including faculty based equipment.

• You will work in partnership with all other departments across the Estates, Facilities and Capital Projects Directorate and the wider University, to ensure the Directorate operates as one team, delivering a professional, seamless and high-quality service to our customers and stakeholders. (PDR) and training to ensure all the necessary competencies are present across the team. • Lead timely and cost effective responses to new and emerging legislation relating to energy and engineering ensuring that planned and statutory

maintenance schedules are adapted as required and strategic cases put forward where additional resources may be required. • Ensure the maintenance of all necessary records and archives as required by legislation, University requirements and good practice, ensuring that they are effectively stored and highly accessible.
