Powers Tree may be coming down

“If it (tree) is going to stop commercial building, I’ve got a problem with that,” said Mayor Desjardins. “Dr. Powers herself wouldn’t have wanted it that way.” During the planning committee’s April 8 session when the Powers Tree and the site plan application matter came up for discussion, Marie-Eve Belanger of the plan- ning department noted that themost recent analysis of the tree’s condition was not very positive about its chances for continued survival. Letting the tree stand could create liability

problems for either the city or the developer. “The last report done a few years ago,” Belanger said, “shows that the tree is degra- ding.” As part of the conditions of the site plan application, Beaulne has agreed to set up a memorial plaque in honour of Dr. Powers after the tree is removed and the commercial expansion is completed. The site plan application report and the planning committee’s recommendation will go before council at its next regular April meeting.

The Powers Tree may be coming down at last sometime this year. The lone conifer in the little lot on Laurier Street in downtown Rockland near the Ed- wards Street intersectionwill get taken down at some point to make room for expansion of the adjoining commercial development belonging to Roger Beaulne. The city’s planning advisory commit- tee has recommended approval of several conditions for a site plan application from Beaulne for future expansion of his Laurier commercial development. Part of the site plan application condi- tions involves the city taking responsibility for safe removal of the Powers Tree, named in honour of Dr. Annie Powers, a local physi- cian known for her community involvement. The city has had an agreement since 2010 with Beaulne, who owns the lot where the tree is located, concerning its eventual remo- val should his commercial development undergo expansion. There have been some concerns and opposition voiced in the past about remo- val of the tree, which some residents think should be declared a local heritage site, but Mayor Guy Desjardins said during a phone interview that the tree will come downwhen Beaulne is ready to begin expansion work on his property.
