one actually ever fixes the house, they just try to hand it off to someone else with all of the problems covered up.” Murray noted that Hudak was part of the Mike Harris PC government which downloaded responsibility onto the City of Ottawa and the United Counties of Pres- cott-Russell (UCPR) for all of what was then a provincial highway running from the Hawkesbury and the Québec border west through Prescott-Russell and to Ottawa- Orléans. The argument then was that the route served local traffic for the most part and was more of a regional road than a pro- vincial highway. The minister noted that Hudak suppor- ted the download then and now promises to just upload back to provincial status just the section between Rockland and Orléans. The rest of County Road 17 east of Rockland to the Québec border would remain the res- ponsibility of the UCPR to maintain, inclu- ding snow removal during the winter. ROCKLAND | Ontario’s Liberal transpor- tation minister slammed the Progressive Conservatives for following what he de- scribed as a“yo-yo”policy about responsi- bility for most of the province’s highways. Glen Murray was in Rockland Saturday as part of a flying campaign visit to both the Glengarry-Prescott-Russell riding of Liberal incumbent Grant Crack and the neighbou- ring Ottawa ridings of other Liberal candi- dates. Murray criticized PC leader Tim Hudak for his promises to upload regional roads like the Highway 174/County Road 17 connec- tion between Rockland and Orléans but without offering any guarantees of future improvements to those commuter routes. “It’s like a bad reality television show on property flipping,” said Murray, “where no

budget plan, which is now part of the par- ty’s election campaign platform, calls for an increase in provincial transfer funds to municipalities for basic infrastructure needs and also a $15 billion future fund for major road infrastructure upgrades and mainte- nance. That fund, Murray said, will cover the pro- vince’s promised share for future four-la- ning of regional roads like the 174/17. “It was a provincial highway under the Conservatives, they didn’t fix it,” he said. “They made if a local highway, they didn’t fix it. We’re now committing to fix it.” Crack also fired a shot at the PC campaign promise about uploading the 174/17. He took specific aim at PC candidate Roxane

He noted that the Liberal government al- ready committed $5 million for an environ- mental assessment (EA) to determine the best method for improving the Rockland- Orléans connector, whether it involves four-laning the existing route or creating a northern bypass. Results on the EA are expected next year. “The process is well underway,” he said. “The EA will determine the (best) corridor. The PC are playing with people’s emotions.”
