Council considers new financing plan for Russell project water

just one of those requirements.” The Hemson Consulting financial plan provides a 10-year projection of what the township needs to raise through its fixed and floating user fees to both cover Ottawa’s supply charge and also go towards paying down the municipal debt on the source water project. “Overall, the municipality is on a financially prudent approach,” Binning said, adding that the plan allows the township latitude to set aside extra money when possible for future payments on the project debt. Binning urged council to continue seeking for any future senior government grants, either federal or provincial, that might help cover any needed upgrades or repairs to the water system in future. This avoids the need to use any banked reserve funds that would have gone towards paying down the debt or forced the township to either fit the extra expense in its regular budget at the cost of some other project or program or look at another loan. Binning also advised monitoring water demand over the years and note whether households and business are becoming more

EMBRUN| If council decides to accept a consultant’s report, then Russell Township will have a new financial plan for paying off its multi-million-dollar source water project. Craig Binning of Hemson Consulting Ltd. presented council with the 50-page report along with a power-point rundown of the highlights during the May 7 committee of the whole session. Council contracted Hemson Consulting to draft a new financial plan for the township’s water service after the City of Ottawa announced plans to increase the supply rates it charges municipalities, like Russell Township, that are connected to its water distribution system. Binning told council that the financial plan his firm drafted meets all the demands of current provincial legislation on drinking water supply setups. “The Safe Drinking Water Act provides a lot of requirements on the providers of water,” Binning said. “Financial plans are

water conservation conscious. If there is a drop in the demand on the municipal water service then the township might be able to sell the unused water supply units to other municipalities and the revenue generated to

help pay down its water project debt. The proposed water financial plan will be posted on the township website and be available free to residents who want to download it.

The cause of the fire is still undetermined and is not considered suspicious. Multiple fire departments came out to answer the 1:45 p.m. call. North Russell Road was closed all afternoon.
