Key Tasks Manage the Capital Programme ensuring each Project is well executed from feasibility and business case approval through to timely completion of post occupancy plans. Work with Professional Services colleagues and Faculty clients in the formulation of business cases for capital build, refurbishment and maintenance projects. Ensure that decision processes for the selection of consultants and contractors are robust and compliant with the agreed governance procedures. Assist the internal Project Managers with negotiation and authorisation of fee arrangements with external consultants and other technical professions. Ensure that contractual arrangements are robust. Develop effective working relationships with professional colleagues in Finance, Legal and Procurement. Agree the annual Capital and Minor Projects budgets with Directors of Finance and Estates, Facilities and Capital Development. Manage the overall budget for Estates Developments, ensuring delivery of balanced budgets each year. Produce high quality Project/ Programme reports to inform the relevant Executive Investment and Resources meetings. Working with colleagues across Professional Services ensure that policies, systems, procedures and guidelines are in place to enable compliance with legislative, regulatory and best practice requirements for development works including Health & Safety, sustainability and ensuring a high quality of customer service. Provide senior support on developing and emerging strategies including BIM, SMART Campus, Energy and Infrastructure investment plans. Ensure all Estates Developments are integrated with “Strategic Asset Management” to ensure we can submit timely and accurate Estates Management Returns (EMR) Recruit, develop and line manage the Estates Development Team including annual appraisal and objective setting. Responsible for the health and safety of self and others in relation to managing risk Undertake any other appropriate and commensurate duties as requested by the Director of Estates, Facilities and Capital Development. To ensure the University financial, legal and purchasing procedures are complied with in respect of work undertaken by the Capital Projects/Development team. Contribute to the University’s Major Incident Plan. Be available at any time, including out of hours, to either attend or provide advice to the University Executive in relation to Estates Development issues.

As a member of the University’s senior staff and the Directorate Senior Leadership Group, engage in the strategic planning process and ensure team understanding of corporate and service group direction and priorities. Lead or participate in cross-University Committees, working groups and/or project teams as may be required by the Director of Estate, Facilities and Capital Developments. Monitor new and emerging developments and legislation related to Estates Development. Ensure that there is adherence to University financial procedures and regulations in respect of management of the Department’s budget, and that the Department’s operations/projects operate on a sound financial basis. Ensure that best value is sought and achieved in the use of departmental budgets - Assessing and managing risk for all elements of work within your own area and for ensuring effective risk management processes are in place across your department. - Applying the University’s Equal Opportunities Policy in your own area of responsibility and in your general conduct. - Promoting public engagement as a key element of community involvement. - Supporting and engaging in the University’s drive for continuous improvement through people management and development. - Assessing the training and development needs of each member of departmental staff to ensure they are adequately supported in relation to their work responsibilities. - Promoting and engaging in the University’s strategy and actions on environmental sustainability. You will lead on the preparation of all Business Cases associated with major developments at RIBA Stage 1 (OBC), RIBA Stage 4 (FBC) This is a description of the job as at May 2018.
