4. Modifications to Final Grading Plan. a. A Final Grading Plan may be modified by a licensed engineer. b. Any modified Final Grading Plan must be filed with the Subdivision Administrator. 5. The Final Grading Plan is the basis for individual plot plans submitted by builders, and is used by the Building Official and the Zoning Administrator when reviewing those plot plans. 107 Installation A. Before Installation Begins. Before any preliminary work or construction of required improvements is begun, construction drawings must be approved, Subdivider Agreement requirements must be met, and guarantees must be provided. 1. Exception. Under an advanced construction agreement in rural-type subdivisions ( as defined in Section 8-100B of these Subdivision Regulations), streets and related drainage improvements may be constructed as described in Section 7-105E of these Subdivision Regulations. B. Installation Responsibilities. Each jurisdiction must designate a single individual to be responsible for the installation of required improvements. 1. Designated Engineer . Responsible individuals may include an engineer designated by the City, the County Engineer, or a utility provider representative. 2. Responsibilities may include establishing standards and specifications, approving engineering drawings, inspecting improvements, recommending acceptance of improvements, preparing petition forms, and establishing the amount of surety for guaranteeing installation of required improvements.
C. Coordination Responsibility. The City Subdivision Administrator is responsible for coordination among governing bodies. 108 Inspection and Acceptance A. Inspection. All required improvements are subject to inspection by the City engineer, to ensure that they comply with approved plans and specifications. 1. The Subdivider must pay the cost of required inspections. 2. When requesting an inspection, the Subdivider should provide at least 48 hours advance notice. B. Construction Inspections. The applicable engineer will conduct scheduled on-site inspections during the construction process, to determine whether the work complies with approved plans and specifications. 1. If the engineer determines that the work does not comply, the engineer has the authority to order that all work be stopped, and any defects or deficiencies be corrected. 2. After corrections are made, the Subdivider must notify the applicable engineer that the work is again ready for inspection.
