Introduction

The London School of Economics and Political Science (LSE) is one of the foremost social science universities in the world. The LSE was founded in 1895 and has grown to become one of the foremost social science universities in the world. A specialist university with an international intake, LSE’s reach extends from its Central London campus to around the world. The School has a cosmopolitan student body, with around 11,000 full time students from 148 countries and staff of just over 3,000, with about 46 per cent drawn from countries outside the UK. The LSE Estates Division is responsible for development and implementation of the LSE Estates Strategy supporting the School’s strategic objectives. The Estates Capital Development team has enjoyed unprecedented success in recent years, with acclaimed major projects gaining Stirling award nominations and the Team winning various ‘client of the year’ accolades. Reporting to the Assistant Director, Capital Development, the Project Manager will join to take responsibility for leading a range of estate development projects valued from £0.1m up to £10m across a diverse estate portfolio including academic and teaching facilities, social and hospitality space, commercial property and sports facilities. You will gain the opportunity to manage projects as the client representative with responsibility for external project team leadership whilst also gaining the chance to manage selected projects as the internal project manager. The role offers an individual the opportunity to progress their career within a team that is recognised as being industry-leading whilst leading a diverse range of projects in the heart of London.

The Estates Division is responsible for development and implementation of the LSE’s Estates Strategy, providing world class buildings and facilities for teaching, learning and research. The Estates Division are committed to creating a higher quality built environment, commensurate with LSE’s academic standing. Strategic projects are developed and delivered by the Capital Development team, responsible for the planning and implementation of major capital projects, long term maintenance and carbon management in progress at the School. Looking to the future we have ambitious plans including the delivery of three projects each with budgets in excess of £100m: - The Marshall Building. - A major new development, that will be the subject of an international design competition, to create an Executive Education facility for LSE. - A major project with a development partner to deliver a large-scale increase in high-quality student accommodation provision at LSE.

The Role - Project Manager

Job Summary: The post holder will be a key member of the Capital

Main Responsibilities Programme Management Role 1. To supervise external consultants teams, also deputising for the Senior Project Manager as and when required. 2. Prepare Capital/LTM Programmes in conjunction with Capital Development Director. 3. Prepare Project Programmes and monitoring progress against Capital/LTM programmes throughout project.

Development section of Estates. He/She will be given delegated management authority to lead the briefing, design, procurement and handover of various conversion, refurbishment and new build capital projects at LSE. The post holder will also be expected to project manage his/ her own jobs.

4. Prepare Risk Registers – identifying and managing risk throughout the project. 5. To develop, in liaison with the Director and Assistant Director and office procedures for project/ briefing, design development and contract/financial control, implementation and handover. 6. To prepare and submit regular reports on progress against programmes, budgets and briefing objectives.

7. To ensure that all procurement is carried out in accordance with LSE financial and purchasing policies and other procedures as set down by the Director Capital Development and/or Director of Estates. 8. To perform a pro-active leadership role, fostering high morale, innovation, co-operation and an ethos of high quality of service delivery. 9. To consult with the client department, senior School Officers and Estates staff regarding the desired facilities and possible source of finance.

13. To develop the design brief with the Architects and in conjunction with the Client and Estates technical staff, consider and comment on the Consultants drawings and specifications. 14. To act as “Secretary” to the Project Work Group designated to oversee the implementation of each particular project, including the preparation of reports, agendas, minutes and presentations. 15. To discuss and present designs at various stages with School Working Groups, Committees, Planning Officers and members of the Local Authority. 16. Where final designs exceed the capital expenditure limits, to discuss options with the client, School staff and the professional team. 17. Upon receipt of Tenders, to review the situation in (8) above. 18. To make the necessary contractual arrangements with the successful tenderer. 19. At all stages of the project ensure that adequate mechanisms are in place for effective project cost control and that internal and external project management and control procedures are followed. 20. During the project construction stage, to direct and liaise with the professional team, to attend site meetings, take minutes and to monitor progress, to ensure quality control, via the Clerk of Works and to arrange interim and final payments to the Contractor.

21. To arrange the selection and preparation of detailed furniture and equipment schedules monitoring progress, finances and delivery. 22. To liaise with the client department, services section (Estates) and the Maintenance Section regarding the arrangements for commissioning and handover of the buildings. 23. After occupation of the building(s) follows up any defects/ snags, assess the practical workings of the facility and its fitness for purpose including post occupancy evaluation. 24. To ensure compliance with agreed environmental policies and procedures. 25. At the discretion of the Assistant Director and Director of Capital Development, deal with any other building and development matters requiring attention. Asbestos Management Role 1. project managing the collation of the School’s Asbestos Register for all buildings within the portfolio where the School is the ‘assistant duty holder’, including all new acquisitions, through re- inspections. Manage the E-Risk Asbestos Register web-site portal: 2. maintaining the register and keep records up to date through information provided by other Estates’ staff and through works undertaken by the Asbestos Manager;

3. instructing, directing and liaising with the School’s appointed asbestos surveyors, analysts and removal contractors; 4. assessing, reviewing and recommending management action following periodic inspections, changes in regulations and / or current good practice; 5. Managing remedial works: 6. overseeing asbestos management contracts and in association with refurbishment contracts; 7. inspecting materials thought to contain asbestos that are not on the register and advise on remedial action that should be taken; 8. assessing the appropriate level of analytical support and attendance; 9. informing appropriate staff and liaise with departmental administrators in respect of asbestos related works; 10. reviewing and implementing reports and audits by Health and Safety Officer and asbestos consultant. 11. participating in the organisation and implementation of asbestos awareness seminars and talks for Estates staff; 12. regular dialogue with the Health and Safety Officer; 13. providing the HSE and other related bodies with details of asbestos management

procedures where relevant. Record keeping, ensuring that all statutory documents generated by the asbestos works are properly completed and a record kept; 14. keeping detailed project records relating to asbestos remedial or investigative works; 15. When notified of an uncontrolled escape of asbestos fibres, ensuring records are forwarded by Maintenance Supervisors, so that the nature of the incident can be assessed in order to ensure the correct procedures have been followed. The Asbestos Manager is responsible for ensuring that as far as is reasonably practicable any incident that involves an uncontrolled release of asbestos fibres, that results to a person being exposed to asbestos fibres, is recorded on the School’s Accident/Incident form and the School’s Health and Safety Officer is notified. The Asbestos Manager will also investigate the circumstances of the incident that gave rise to the uncontrolled release of asbestos fibres in conjunction with the School’s Health and Safety Officer and all other relevant parties.

Decision Making The post holder will be given delegate authority and decision making for particular projects, policies and office/staff management matters within the bounds of the School procedures and financial approval system to ensure projects are delivered on time, on budget and conform to all statutory requirements. This includes making decisions on creative solutions, being flexible in prioritising work and allocating staff resources to specific projects. Taking the necessary decisions to ensure risks from hazards and potential breaches of health and safety are managed to avoid criminal prosecution. Working Relationships & Contacts 1. To liaise with Senior Management, Conveners and Senior Academics to facilitate the requisite approvals at various stages within the project, from funding commitments, through RIBA work-stage ‘sign-offs’ to completion and handover. 2. To consult and liaise with other School Officers in respect of specification issues, undertaking any generic requirements and standards for equipment, suppliers and workmanship. 3. To focus on the requirements of ‘end users’ and direct consultants to consider the outcomes of the briefing and consultation process, subject to the approvals of the requisite authorities.

4. Act as a first point of contact where Statutory Authorities need to be informed or consulted e.g. Local Planning Authorities, Building Control, English Heritage and Water Authorities. Facilitate the incorporation of their processes required under the terms for Capital Project Funding. Facilities, to discuss and agree details of Project Funding with representatives from the Funding Council, in respect of the reporting and auditing processes required under the terms for Capital Project Funding. 6. By agreement with the Director, Planning & Development or Project Working Group to seek advice and implement recommendations from legal representatives. Flexibility To deliver services effectively, a degree of flexibility is needed, and the post holder may be required to perform work not specifically referred to above. Circumstances To safely access all parts of construction sites, using site lifts, ladders, hoists, access platforms. Utilising all necessary personal protective equipment. To access roof tops, plant rooms, service voids as necessary. 5. By agreement with the Director of Finance and
