ABOUT US

The University offers a choice of more than 300 courses through four faculties. The University employs around 3 ,5 2 0 staff – two thirds of which are full time and one third part time. More than 1, 40 0 members of staff are academic including around 370 researchers. Administration, support, technical and general staff make up just over 1, 5 00 in total. The University has over 1 6 ,000 students, including some 3, 8 00 postgraduates and over 2 , 7 00 from outside the European Union from more than 75 countries worldwide.

Founded in 1963, the University of East Anglia (UEA) is an internationally renowned University based on a campus that provides top quality academic, social and cultural facilities to over 1 6, 000 students. Located in rolling parkland, and just two miles from the centre of the beautiful cathedral city of Norwich, the University is part of the Norwich Research Park which is home to over 1,000 scientists working in several world ranked institutions. The city’s medieval centre of cobbled streets remains largely intact, but there is still space for modern buildings such as the city’s newest centrepiece, the Forum, which is a striking piece of contemporary architecture. The glass front overlooks the colourful open-air market (one of the largest in the country) and reflects the city in all its diversity. The city is consistently rated as one of the top ten shopping venues in the UK.

THE ESTATE

Our listed 1960s buildings are being reassessed to determine how we can create world class technology and research within an existing envelope. This reassessment will provide a unique opportunity for Estates and Facilities to reimagine the original ethos and design of the University. The breadth and depth of this remodelling will be the most important development in the life of the University since it was first conceived. The Estates and Facilities Division Reporting to the Chief Operating Officer, the Director is responsible to the University’s Executive Team for the alignment of the Estate Strategy with the University Plan and the delivery of the work of the Estates and Facilities Division. The Division is responsible for the operation and development of the University. The Division oversees the smooth running of the Campus, from maintaining the University’s buildings and grounds, managing the car parks and security to space management and post and portering services. The Division is also responsible for the continual development of the Campus to provide the right built estate for the University’s business.

The western Campus, which includes the Norfolk and Norwich University Hospital Trust and the Norwich Research Park, has award-winning research and teaching buildings which are the vanguard of collaborative research and development planned for the area. Reporting to:

Job Function/Purpose Reporting to the Director of Estates and Facilities, the post holder will be responsible for leading the development of the University’s estate and buildings portfolio. Key facets of the role are leadership of the estates strategy and master planning; capital programme delivery; space and property management and strategic services infrastructure.

The post holder will also act as the Deputy to the Director of Estates and Facilities, with particular responsibility for leading on cross-divisional initiatives and performance standards.

JOB DESCRIPTION

Main duties include: 1. Leadership, management and motivation of a multdisciplinary team of property professionals including Project Managers, Surveyors and Engineers. 2. To be responsible for the oversight of all Capital Projects, fabric and services, to ensure programme management of projects, allocating scarce resources to the benefit of the University. 3. Leadership of estates strategy development, estate master planning, strategic planning of LTM and asset management. Driving forward and delivering the wider Estates and Facilities strategy and sub-strategies as the Deputy Director: the Division’s Strategic Objectives; Estate Quality Campus Initiative; Built Assets IntegratedDevelopmentStrategy;AssetConditionreplacementplan; LTM plan; and Performance Standards for the Division. 4. Lead the Capital Investment Plan and LTM planning process to ensure that the University is fit for purpose to deliver excellence in research and teaching. 5. Lead on strategic estate issues including option appraisal and feasibility analysis of development schemes and collaboration with development partners. 6. Leadership of the capital programme consisting of refurbishment and new build construction projects generally from £250k to in excess of £30m in value. 7. Responsibility for demonstrating value for money and improving delivery of capital and refurbishment projects. 8. Leadership of in-house design, engineering, energy and project management functions and processes to deliver best in sector at best value. 9. Lead on the delivery of flexible, cost effective, efficient MEP services infrastructure and maintenance to standards appropriate to meet statutory and business needs and operationally resilient and robust. 10. Lead on the creation of University Design Guides for use in capital and revenue projects, acting as the Intelligent Client for all infrastructure schemes. 11. Leadership of minor works and estate improvement programmes consisting of refurbishment, maintenance and alteration projects with individual projects ranging from £25k to £250k in value.

12. Lead the space management function to ensure efficient and appropriate use and development of space. 13. To integrate Space Management Group policies within the Capital Investment Plan and lead on developing an innovative approach to spaceuse through capital or refurbishment projects and liaisonwith Learning and Teaching services. 14. To lead on property and asset management of University owned property including management and delivery of University asset/ condition surveys. 15. Working with colleagues, lead the development of a coherent team and structure, encouraging cross functional and cross directorate working. 16. Provide leadership at all levels of the University, on all aspects of estate building and services improvement programmes to support Faculties and Directorates in meeting the needs of students/staff/ service users. 17. Develop strategic initiatives for the Division in response to the Division’s strategic goals and leading on the delivery of them (creating a great campus – always works, sense of place, inspiring spaces, safe and secure, fit for purpose, offering great service and sector-leading in sustainability). 18. To ensure the service is proactive and customer-focused, cost effective and efficient and meets statutory regulations and standards and is able to record and report its activities using industry standard systems. 19. To manage the University’s capital programme and deliver projects through from planning to completion having budgetary responsibility for the Department and its outputs; contributing to forward planning of budgets with Assistant Director of Estates Finance, Risk and Administration . 20. To develop and implement the Space Management Policy to achieve optimum estate use and value.

30. To be responsible for the Built Assets Integrated Development Strategy, co-ordinating activities, budgets, initiatives and information flow within and out with the Division. 31. To identify and embed best practice for space management, design and construction. 32. To lead on the management of contractor and consultant frameworks and procurement of works. 33. To identify and progress emerging opportunities for collaborative procurement where improvement of service provision and value for money can be achieved. 34. To critically review all processes, systems and means of providing Development Planning and Infrastructure services and develop and implement improvements and performance targets.

21. Deputise for the Director of Estates and Facilities as required and therefore taking responsibility for reporting to the Executive; leading the wider Estates and Facilities Division; developing and maintaining relationships with external partners; and representing the University as the Lead Officer for Estates and Facilities, as required. 22. To build and maintain excellent working relationships with key external stakeholders and agencies (Local Authorities, Historic England, NHS) to enable progression of estate strategic and development matters. 23. Represent the University in public fora, both on and off-campus, as necessary. 24. As a member of the Directorate Leadership Team, to develop a ‘best in sector’ Estates and Facilities Division: developing staff to fulfil their potential, increasing staff satisfaction and retention, and nurturing a positive and enabling attitude towards the delivery of ambitious targets in an increasingly cost constrained environment. 25. To develop and instil an ethos of customer excellence, continual improvement and efficiency within all Estates and Facilities activities. 26. To continually review resources and skills mix against the organisational needs and lead organisation change. 27. To be responsible for the Division’s Estate Quality Campus Initiative a cross-departmental initiative. 28. To be responsible for ensuring University compliance with all statutory, regulatory and institutional requirements and recommend best practice. 29. To lead on ensuring all health and safety arrangements are embedded in all processes and procedures, remain fully informed on relevant legislative and policy issues and advise the Director of Estates and Facilities of the implications of changes to legislation, Government and HE policy.
