&/#3&'r#3*&'4 $54,000 TO FIX PUMP TRUCK Elected officials of the Clarence- Rockland council learned on June 17 that one of the City’s pump truck will need $54,000 in repairs. “This amount is required for repairs to the pump truck out of Bourget,” said Fire Chief Brian Wilson. “It broke down and had to be towed. Our mechanic took a look at it and towed it to Freightliner in Ottawa.” According to Wilson, the truck’s turbo was initially changed, which didn’t repair the issue. The Plantagenet Fire Station needs a new pumper truck, otherwise residents will have to pay more for their fire insurance. “If we don’t do it, the (fire insurance) zone of Plantagenet will be decertified,” said Deputy Fire Chief Stéphane Barbarie, “and everybody’s insurance would go up.” Deputy Chief Barbarie’s warning was part of the conclusion of his presentation during Alfred-Plantagenet Township council’s June 19 committee of the whole session. The Fire Underwriters Survey (FUS), which sets the fire insurance qualification guidelines for municipalities and rural areas, demands replacement of any fire truck that is more than 20 years old or else the fire insurance protection rating for the service area will be adjusted. If the FUS gives the Village of Plantagenet and surrounding areas a lower protection rating, that will affect the rates that insurance companies charge homeowners and business owners for their fire insurance. The rates will go up because the lower FUS rating would mean that the local fire station was not as well-equipped as it should be to guarantee proper fire protection for the area. The deputy chief presented four purchase options and recommended the one for a 2019 Battleshield, provided through Luc Thibault of Vars, at $382,000. The lowest supply bid was $380,000, from a Québec outfit, but that truck is made in the U.S. and then shipped to Canada for certification under Canadian safety rules. The final price for that unit could change between now and the January 2020 delivery date, depending on the currency exchange rate, and also the actual cost to build the truck chassis to Canadian specifications. That figure was not included in the company’s bid proposal. Council approved the deputy chief’s recommendation for the Battleshield pumper truck, and authorization to provide a $100,000 deposit against final delivery. La construction d’une aire de sta- tionnement au Parc Deschamps cou- tera 60 000 $ aux contribuables de Clarence-Rockland. « /PVTWPVMPOTÊWJUFSEFTQSPCMÍNFT de stationnement qu’on voit lorsque c’est (le parc) très utilisé en soirée, a déclaré le conseiller du quartier quatre, Don Bouchard. » Citant la sécurité des jeunes familles du Village Morris, les élus de Clarence-Rockland ont approuvé la somme de 60 000 $ pour la construction d’une aire de stationnement dans le parc Deschamps, lors de la dernière réunion municipale du 17 juin. Un rapport, présenté par Jean-Luc Jubinville, gestionnaire des installations récréatives et municipales pour Clarence- Rockland, soulignait que puisque les plans du projet n’ont pas encore été rédigés, il serait difficile de présenter un estimé précis des couts qu’engendrerait la construction du stationnement. Toutefois, un pareil pro- jet au parc Jules Saumure en 2018 avait couté 60 000 $ aux contribuables de la municipalité. L’aire de stationnement sera en mesure d’accueillir de 12 à 15 véhicules. L’un des espaces sera réservé pour un automobiliste à mobilité réduite. La construction du station- nement devrait commencer en septembre prochain. M. Celui qui est reconnu comme étant l’un des plus importants constructeurs de la région aura laissé sa marque dans Clarence-Rockland. Il est le fondateur d’Alain Potvin Construction. Selon Rachelle Guindon, une em- ployée de longue date que nous avons interrogée, Alain Potvin était simple et humble, il respectait les nombreux employés qui travaillaient dans ses différentes entreprises. Il était aimé et respecté pour sa simplicité, son sens de la communication et son sens de l’humour. D’ailleurs, la municipalité de Cla- rence-Rockland a tenu à souligner l’apport de l’homme dans sa commu- nauté. Un tout nouveau parc portera le nom de l’homme d’affaires. Le parc sera situé à l’intersection du boulevard Docteur Corbeil et de la rue Ruby. La première pelletée de terre officielle a eu lieu le 28 mai dernier en présence des enfants de M. Potvin. Le maire Guy Desjardins tenait à rendre hommage à Alain Potvin, fondateur d’une des plus grandes entreprises privées de la municipalité.

BASELINE ROAD SPEED LIMIT TO BE LOWERED

Clarence-Rockland council recently approved the administration’s recommendations for the lowering of speed limits on some portions of Baseline Road. The change in by-law will see the 80 km/h limit lowered to 60 km/h from Baseline Road to the St-Jean/Filion intersection. The limit will be lowered even more from 1063 to 1082 Baseline Road, before going back to 80 km/h. In addition, the City retained the services of HP Engineering to conduct a safety review of the road in order to identify roadway improvements to address safety concerns. The department recommended the installation of a minimum of four chevron alignment signs with a maximum 15 m spacing within the curve. The overall cost for the signage and barrier installation is estimated to be $580 and $6,036 respectively. &/#3&'r#3*&'4 NEW GARBAGE BAG LIMIT Residents of Alfred-Plantagenet may soon have to deal with a three-bag limit for their free garbage collection service. Township council approved a public works department recommendation, during the June 19 committee of the whole session, to reduce the present limit from five bags per household without charge to three. A resolution will be ready for approval next regular council session. The new limit won’t take effect until spring 2020. Residents will be able to get tags from the township for any bags over the new limit. – Gregg Chamberlain LCBO CONVENIENCE SITES Five new convenience store LCBO outlets will be available to residents in the Clarence-Rockland, The Nation, and Russell Township areas. The Liquor Control Board of Ontario is expanding the number of approved outlets for underserved areas, starting this August and again in Spring 2020. Clarence-Rockland is listed for three LCBO convenience outlets approved for neighbourhood grocers in Clarence, Clarence Creek, and Hammond. Another is for the nearby Village of Cumberland. A fifth site is for the Village of Limoges, which straddles the boundary between The Nation Municipality and Russell Township. There will be a seventh billboard greeting motorists who enter Rockland from highway 17. Five councilors voted in favor of allowing Denis Louis-Seize to erect a seventh billboard on a strip of land adjacent to the busy road. C’est en décembre 2018 qu’une tran- saction suspecte avait été faite et avait éveillé les soupçons de Desjardins. Une plainte avait alors été rapidement déposée auprès de la police de Laval (SPL).
Selon une enquête policière, les données personnelles de trois mil- lions de particuliers et de membres des entreprises du Mouvement Desjardins auraient été dérobées. Cela représenterait un peu plus de 40 % des clients de Desjardins. Le 14 juin dernier, on apprenait qu’un employé du Mouvement Desjardins serait parti avec, dans ses poches, une clé USB contenant nom, prénom, date de naissance, numéro d’assurance sociale, courriel, adresse et numéro de téléphone de millions de clients. Six élèves de l’École secondaire catho- lique de Plantagenet ont reçu des prix dans le cadre du concours Mon avenir, je le veux vert ! Ce concours a été lancé pour la première fois par EscarpAction Jessup’s Falls, un organisme sans but lucratif local qui œuvre pour la protection du patrimoine naturel, auprès des élèves de la 7 e et de la 8 e année. Le but est d’amener les jeunes à imaginer des gestes concrets à poser au quotidien pour améliorer leur environnement. Les lauréates parmi les élèves de 7 e année sont Valérie Gagnon Côté Lalonde en première place avec une chanson, Émilie Beauchamp en deuxième avec sa peinture et Emma Clément a reçu le troisième prix avec une maquette. AT ALMOST 45, HIGHWAY 417 REMAINS IMPORTANT LINK

Almost 45 years ago, the last section of Highway 417 was completed. The last strip of asphalt cooled in time to handle the flood of traffic from Ottawa to Montréal for the 1976 Olympic Games. Before the 417, Highway 17, along the Ottawa River from Hawkesbury to Orléans, was the main connection for traffic, both passenger and freight, between Montréal and Ottawa. Part of the original Trans-Canada Highway, the meandering two-lane route, had earned the unwelcome nickname of “the killer strip” by the late 1960s/early 1970s. As it was hard-pressed to handle the growing amount of high-speed traffic flowing between the two urban centres, the Department of Highways of Ontario (DoH) began looking at alternatives as part of their overall regional highway planning studies. “During the 1960s, the Department of Highways did a number of these studies,” explained Cameron Bevers, a project mana- ger with the Ministry of Transportation, the successor to the DoH. Bevers is an unofficial historian of Onta- rio’s highway heritage. He has made a point of seeking out, collecting, and collating the various studies, technical reports, and other documents related to the province’s official road networks. Highway 417 was part of a comprehensive report, The Eastern Ontario Highway Planning Study (EOHP), presented to senior government officials in 1966. The study The EOHP was a three-year analysis and projection of traffic needs for all of Eastern Ontario. DoH staff took existing statistics from 1963 on traffic, land use, employment, and other factors, and used them to predict what kind of a highway system the region would need to handle traffic over the next 20 years, into the mid-1980s.“What they were trying to do was map the origin and destination centres for traffic,” Bevers said. Over a three-year period, highway depart- ment staff collected traffic survey information from more than 50,000 drivers, either on the various roads through Eastern Ontario or going door-to-door with clipboards and survey sheets in hand. They asked drivers where they came from, where they were going, and why they were on the road. Was it a business trip or a pleasure drive ? Added to all this survey data were results of traffic counts, soil profile studies, terrain reviews, and other information. Based on these details, highway planners then mapped out the major lines of travel through the region, and tried to figure out the fastest, shortest route possible from Montréal to Ottawa and back. They took that “virtual route” and compared it with existing routes

to see if they could find as close a match as possible. “They found that the major desired route was a straight line between Ottawa and Montréal,” said Bevers. Which presented a problem, because it did not exist. Standard procedure for DoH staff in their regional planning studies was to determine if the best solution was to build a new highway altogether, or create a connecting link to an existing highway or major county road. “What they were trying to do was to find the right balance,” Bevers said, noting that a new and modern for the time four-lane freeway system, to provide a faster connec- tion between Montréal and Ottawa, also needed to provide connections to the various nearby communities along the route, like Hawkesbury, Vankleek Hill, or Casselman. So an exact “straight line route” was not possible. The draft plan for the 417, a “Kings highway” or freeway, ran almost straight past the Hawkesbury and Vankleek Hill areas, with slight bends to allow for the proposed interchange exit/entrance connectors for those communities. Past the Vankleek Hill area, the original route plan was for the 417 to pass north of Casselman. Instead it ended up with a wide curve south before resuming its way towards Ottawa. A more detailed soil profile
study revealed that the cost to build a bridge, needed along that section of the route, would prove too expensive, so south of the village went the highway. “The ultimate route for Highway 417 still struck a good balance,” noted Bevers, “between the desired lines of travel to and from Ottawa and Montréal, Ottawa and Cornwall, and Cornwall and Hawkesbury.” Concrete results Construction of Highway 417 began May 1969, starting from Baseline Road, now known as Ramsayville Road, on the east side of Ottawa, with construction crews moving east, section by section over a six- year period, towards the Québec border and Autoroute 40. Construction roads backtracked at the end of those half dozen of years, to lay the last section of the 417, connecting it with the Queensway in Ottawa. The new and complete Highway 417 opened to traffic on December 2, 1975, well in time for the following year’s flood of tourist traffic east to Montréal for the Summer Olympics. That was not the end of the work on the 417. One thing about the highway that many motorists notice, is that for some sec- tions the pavement is concrete, instead of asphalt. Mike Baird, a pavement design and evaluation officer with the present Ontario
Ministry of Transportation, explained the history behind that. “Between 2000 and 2003, some sections had to be reconstructed,” Baird said. “It was in such bad shape that it had to be rebuilt.” The problem, he noted, was that some of the material used for the “hot mix” asphalt used during the original construction of the highway was not as hard-wearing as expected. The sections of the highway in the worst shape had their original hot-mix surfaces stripped off and replaced with concrete pavement. “Basically, because of cost,” Baird said, regarding the decision favouring concrete over a new layer of asphalt. Concrete pave- ment, he noted, is cheaper and more durable than asphalt for high-traffic routes. The ori- ginal 401 Highway to Toronto was concrete. With the 417, also, the soil profile was ideal for the sections done over in concrete. “It was all pretty much the same,” Baird said, “with little variation, not like changing suddenly from dirt to rock.” Other than the concrete replacement pavement poured early in the new century, Highway 417 has not needed any major revamping since it was completed in the mid-1970s. Its 180-plus kilometres have proven more than capable of handling its traffic burden over five decades and now carrying on into its sixth.

On June 20, 124 graduates got their hands on their high school diploma, during the École secondaire catholique L’Escale’s graduation, which took place in Très-Sainte-Trinité church in Rockland. Amongst the graduates was Angélique Cléroux, who was awarded with a 5,000$ scholarship from the Prescott-Russell Employment Centre, as well as the school’s gold medal for highest average and the coveted Governor-General award.
