Col. Isaac S. Payne IV (Ret.) 1940–2018 US Air Force One of the first African Americans

National Security Agency. He retired from the USAF as a Colonel in 1987. In Albuquerque, NM he worked as a Senior Engineer for Advanced Sciences, Inc. until 1992. He accumulated over 4,600 hours of flight time in more than 35 different aircraft. His military achievements and decorations include the Distinguished Flying Cross, the Purple Heart, 15 Air Medals, two Meritorious Service Medals and two USAF Commendation Medals. Payne enjoyed an active retirement period with included extensive travels. He loved life and sharing it with friends. He had a passion for helping others and was active in local charities such as Meals on Wheels and the Senior Citi- zens center. A Life Member of Kappa Alpha Psi and a member of Albuquerque (NM) Alumni Chapter, he also was a member of the First Unitarian Church of Albuquerque, Air Force Academy Association of Graduates and Order of Daedalians. He was preceded in death by his parents Martha and Isaac Payne III. He is sur- vived by daughters Kimberly Carter and Noralyn Clemons and six grandchildren: Jacob, Kaylee, Charles, Joseph, Laila and John.

He earned a Master of Science degree in education from the University of Pennsylvania in 1955, specializing in social studies and completed extensive post-graduate studies in English at Johns Hopkins University. A World War II vet- eran taught in public schools for African Americans in Worcester and Wicomico counties from 1946 until 1966, prior joining the faculty at Maryland State. In 1974, Polk became the head of UMES' English department. He served nine years as English department chair- man until his retirement in 1983. The university's governing board awarded him the title of professor emeritus upon his retirement. UMES bestowed to Brother Polk its presidential medallion at spring commencement in May of 2018. Brother Polk was a Life Member of the fraternity and a member of Salisbury (MD) Alumni Chapter of Kappa Alpha Psi ® . In addition to his mother and grandparents, he was also preceded in death by his first wife, Agatha Jones Polk, three brothers, Walter Scott, George Scott, and Charles Elzey Scott, and two sisters, Isabelle Gaines and Frances Smith. He is survived by wife, Ruth Lynch Polk; a son, James A. Polk, Jr.; two daughters, Marsha B. Polk and Linda Waters; a grandson, and a host of relatives, former students, and col- leagues. Arnold E. (Delta Alpha 1959) entered the Chapter Invisible on, October 19, 2018 at the age of 79. Payne was born on April 16, 1940 to a farming family in Malakoff, TX. When he was five, his family moved to Port- land, OR where he attended grade school, high school, and two years of college at Portland State University. He was active in his church, Boy Scouts and sports. U.S. Rep. Edith Green, D-OR nominated Payne to the United States Air Force Academy. In 1963, he was one of three African Americans to graduate from USAF Academy earning a Bachelor of Science degree in Engineer- ing Science and Basic Science. He later earned a Master of Science degree in Systems Management from the School of Engineering, Air Force Institute of Technology at Wright-Patterson AFB. After graduation he attended Pilot Training in Air Force and began a distinguished military career as an of- ficer and a gentleman which included assignments in New York, California, Vietnam, Ohio, Maryland, New Mexico, Washington D.C. and other locales. His roles included: B-52 co-pilot , Combat Crew Training Squadron, flying combat missions as a forward air controller, air- craft commander, test pilot, flight com- mander, assistance requirements officer at the Pentagon, Deputy Chief of Staff for Research, Development and Acquisi- tion, Chief of Ops of the Air Launched Cruise Missile program, B-52 Integrated Weapon System Test Force Director, Test Wing Deputy for Strategic Test, Di- rector of Safety and Flight Operations.
