Décès du conseiller municipal Denis Renaud

Le conseillermunicipal du Village de Cas- selman, Denis Renaud, est décédé lemardi, 9 février dernier. M. Renaud a succombé à un arrêt cardiaque, vers 14h, à son domicile de la rue Dollard. M. Renaud, 47 ans, a été élu pour la pre- mière fois lors des élections municipales de 2014. Lemaire de Casselman, Conrad Lamade- leine, s’est dit surpris et attristé. « C’est une surprise. Personne ne s’attendait à cela car, de tous les conseillers, c’est M. Renaud qui s’occupait le mieux de sa santé. C’était un homme travaillant et très impliqué au sein de la communauté. » Pour son collègueMichel Desjardins, c’est « une claque en pleine face». M. Desjardins, qui a lui même subi un malaise cardiaque il y a quelques années, a déclaré qu’il avait beaucoup de respect pour son collègue. « Au début, c’était un peu plus difficile mais avec le temps, on a appris à se connaître et à se respecter et ce, même si nous ne partagions pas toujours lamême opinion. » Propriétaire de l’entreprise Exit 66, M. Renaud était aussi très engagé au sein de la communauté a expliqué un de ses amis, Michel Dupuis. Il était un membre actif, entre autres, du Club Optimiste et de la Society of Ottawa Area Riders, une orga- nisation de motocyclistes. M. Renaud était d’ailleurs un passionné de motos. Il a aussi étémembre de plusieurs comi- tés, dont celui de la bibliothèque et de la Revitalisation du centre-ville. M. Renaud laisse dans le deuil son épouse, Diane Rochon. Un moment de silence pour M. Renaud a été observé par le conseil des Comtés unis de Prescott-Russell lors de la rencontre du 10 février.

Bridge loan may not be needed velopment project. That project depended on getting both the federal and provincial governments to also commit to $2 million each in shared financing. When that did not happen, the UCPR council cancelled the project and, rather than put themoney back in the accumulated reserve, voted to divide up its $2 million among the eight member municipalities of Prescott-Russell for their own infrastructure needs.

Thus township administration now pro- poses that the municipality use the roads transfer fund to pay for all of theWade Bridge rehab project costs and so avoid the need for a loan. This would mean a break on the township’s debt-borrowing capacity, includ- ing savings on the interest for the current municipal debt since there would not be any need for the loan for the Wade Bridge project. The township would still have an esti- mated $150,000 left over from its three-year municipal roads transfer allocation after the Wade Bridge project is done. Administra- tion has offered to provide a later report to council on possible uses for the money. Unfortunately, the Tuesday session of council took place after our deadline. Russell Township may be able to avoid having to take out a million-dollar loan for fixing up Wade Bridge. Township administration presented council with a report during its Feb. 16 ses- sion on an alternative plan to financing the rehabilitation of Wade Bridge. Council had approved for work to go ahead on the $1.2 million bridge upgrade project with an al- location in the 2015 capital works budget of $356,536.08 towards the start using a mu- nicipal works funding grant from the United Counties of Prescott-Russell (UCPR). The grant was Russell Township’s share of $2 million that the UCPR had set aside from an accumulated reserve fund as its share towards the proposed ecoLarose in- terpretive/convention centre economic de-

But last year the counties council decided to set up a county/munici- pal roads transfer fund, which means that Russell Township will receive 4356,536.08 each year over a three-year period from2016 to 2018.
