Action – FY27 Fee Increase Proposal CWU Policy 202-06 “Criteria for Fee Changes” requires Board approval for a change to fees that support non-state funded programs. These programs can charge fees sufficient to cover the costs of the program including things such as the cost of delivery, overhead, and contingency funds, to name a few. This policy excludes fees related to Auxiliary Services (Housing, Dining, Bookstore) or internal services (Motor Pool, Wildcat Printing, etc) . In the event a self- supporting program intends to change a fee, the division head ensures that consultation occurs with a variety of student constituencies , including student government and any program specific student advisory committee prior to Trustee approval. Additionally, certain student- initiated fees may also be included in a student referendum for a vote of the student body.
We are proposing the following fee changes assuming full- time enrollment :

Proposed Increase: New Fee Totals:
This increase allows Student Health Services and Student Counseling Services to stabilize from impacts of financial pressures and rebuild strategic reserves, as well as re -engagement with telemental health vendor services, to better meet the increased access and utilization needs of students while providing sustainability to these key departments with CWU’s Health & Wellness Unit. This fee has not been changed since AY19-20 and remains the lowest fee of its kind of all higher education institutions in Washington.
