plans to restore the old system of assigning individual council members to serve as liai- sons between council and one or more city departments. “It used to be like that,” Desjardins said, “and I found it a better system.” He also plans to abolish the practice of having either city bylaw o%cers or the OPP attending at council’s public meetings, in- cluding the committee of the whole and regular sessions. He announced that intent during the o%cial launch of his election campaign. The fall civic election pushed preparation work for council on the 2015 budget over to early next year. Desjardins wants to see the tax rate kept at zero per cent increase once he and the rest of council have a chance to consult with department heads. “We also still have the development fees (schedule) to look over,” he said, adding that he also wants to set up a meeting with the Clarence-Rockland Construction As- sociation to go over outstanding concerns regarding development charges.

ROCKLAND | With his o#cial inaugura- tion less than a week away, Mayor-elect Guy Desjardins is already looking ahead to a busy few months in o#ce as the new head of council for the City of Clarence- Rockland. “Between it all, I think we have a fair bit to do,” Desjardins said, with a smile, during an interview. Since the October civic elections passed, Clarence-Rockland council has been in a “lame duck” situation with just the one incumbent councillor, Diane Choinière, achieving re-election. All other incumbents of the past council either chose not to stand for re-election or else lost their seats at the polls. Desjardins gave up his Ward 6 seat to make a bid for the mayor’s chair and unseat- ed incumbent Marcel Guibord. As a result, the present council has been in a sort of month-long recess for Novem- ber as it has no authority as a “lame duck” entity under provincial law to approve any major "nancial expenditures that might be needed, or make any major decisions re- garding personnel or other matters, which would fall under the jurisdiction of the new council. But Desjardins has been busy preparing for getting back to business after the in- auguration ceremony takes place. That has included a planned meeting with Mayor

Fol- lowing inauguration he wants to sit down with the rest of council to discuss some ideas he has for smooth operation of busi- ness both at the council table and with mu- nicipal departments.
