editionap.ca C itizens raise “tons” of questions and concerns about proposed P lantagenet asphalt plant
Alfred-Plantagenet Jul y 16 at 7 p. m . at the Knights of Colu m bus hall in Alfred. The issue is a zoning b y -law a m end m ent which, if approved, would pave the wa y for an asphalt plant that would be con- structed on Count y Road 17 near the Jes- sop’s Falls Bridge. The proposal has raised “tons of ques- tions and concerns,” sa y s the group. A report obtained fro m the United Counties of Prescott-Russell indicates that the plant would have a m axi m u m capacit y of 250 tonnes of asphalt per hour. About 40 trucks per hour would enter and leave the site. The proposed plant location, the Jes- sop’s Falls escarp m ent, is currentl y desig- nated as an Area of Natural and Scientific Interest (ANSI). “The co mm unit y is flabbergasted! We are disappointed that we are onl y now learning that the Municipalit y of Alfred Plantagenet and the United Counties of Prescott Russell have been involved in this process. The y clai m that an abundance of environ m ental and other studies support this pro- posed zoning change. There have been no studies undertaken, howev- er, to deter m ine the i m pact of such a plant on the Township’s residents. No pro m otional or co mm unication strate- gies were i m ple m ented to announce the potential establish m ent of such a heav y industr y in our region (apart fro m the adjacent properties). Under these circu m stances a sense of seri- ous doubt has e m erged fro m the local population about the legiti m ac y and legalit y of such a project,” the group sa y s. “Man y questions and concerns have been raised. The critical potential i m - pacts on our region with the installa- tion of this heav y industrial plant are m an y and include environ m ental deg- radation, excessive noise, increased heav y vehicular traffic, industrial pol- lution, loss of natural heritage, threats to species at risk, excessive groundwa- ter consu m ption/conta m ination, loss of propert y values, negative influence on qualit y of life, quiet enjo ym ent, etc.” An y one wishing to participate in the review and stud y process of the pro- ject can contact Gilles Poirier – fragil- erable@g m ail.co m .
