editionap.ca Citizens raise “tons” of questions and concerns about proposed Plantagenet asphalt plant

Alfred-Plantagenet July 16 at 7 p.m. at the Knights of Columbus hall in Alfred. The issue is a zoning by-law amendment which, if approved, would pave the way for an asphalt plant that would be con- structed on County Road 17 near the Jes- sop’s Falls Bridge. The proposal has raised “tons of ques- tions and concerns,”says the group. A report obtained from the United Counties of Prescott-Russell indicates that the plant would have a maximum capacity of 250 tonnes of asphalt per hour. About 40 trucks per hour would enter and leave the site. The proposed plant location, the Jes- sop’s Falls escarpment, is currently desig- nated as an Area of Natural and Scientific Interest (ANSI). “The community is flabbergasted! We are disappointed that we are only now learning that the Municipality of Alfred Plantagenet and the United Counties of Prescott Russell have been involved in this process. They claim that an abundance of environmental and other studies support this pro- posed zoning change. There have been no studies undertaken, howev- er, to determine the impact of such a plant on the Township’s residents. No promotional or communication strate- gies were implemented to announce the potential establishment of such a heavy industry in our region (apart from the adjacent properties). Under these circumstances a sense of seri- ous doubt has emerged from the local population about the legitimacy and legality of such a project,” the group says. “Many questions and concerns have been raised. The critical potential im- pacts on our region with the installa- tion of this heavy industrial plant are many and include environmental deg- radation, excessive noise, increased heavy vehicular traffic, industrial pol- lution, loss of natural heritage, threats to species at risk, excessive groundwa- ter consumption/contamination, loss of property values, negative influence on quality of life, quiet enjoyment, etc.” Anyone wishing to participate in the review and study process of the pro- ject can contact Gilles Poirier – fragil- erable@gmail.com . Busy year This has been a busy year for Hawkes- bury’s by-lawenforcement department. During the first four months of 2012, officers have issued 668 tickets, including 593 for parking viola- tions. In the month of May alone, officers handed out 114 tickets, compared to 59 in May of 2011. As of May 31, the town had responded to 104 complaints about domestic ani- mals, 56 about garbage, and 21 about property standards. Officers investigated 49 complaints about yards between Janu- ary 1 and May 31.
