EXECUTIVE SUMMARY

Coventry University is a dynamic, modern university with a proud tradition as a provider of high quality education and a focus on applied research. The University ranked 13th in the Guardian University Guide 2019 and was voted University of the Year for Student Experience in The Times and Sunday Times Good University Guide 2019. We are continuing the evolution of the University Group and as we look to build on our position of strength we aim to continue to create state-of-the-art campuses for our students, staff and visitors. Our Strategy to 2021 will enhance our position as a leading provider of innovative education and impactful research both nationally and internationally, reinforced by the fact that we were awarded the Gold rating and ranked 2nd in the UK for Teaching Excellence in the Teaching Excellence Framework (2017). A very high quality of estate provision is a key enabler to this.

We have invested £500m in the estate in the last 9 years including the addition of a ground-breaking £55m Engineering and Computing Building, an award-winning £35m Student Hub as well as the new £64m Science & Health Building which was opened in 2018 by the Duke and Duchess of Cambridge. To deliver the vision of the Corporate Strategy we have ambitious future Estate Development plans with several key projects underway including a second building for the Engineering and Computing Faculty, the redevelopment of the Faculty of Art and Humanities Building and a new home for our CU Coventry subsidiary. In addition we are moving ahead with the masterplanning and redevelopment of the 4.3 acre City Council Civic Centre site to create a truly world class headquarters which will give the University a real focal point for students, local people and visitors.

Reporting directly to the Chief Operating Officer & Deputy Vice-Chancellor, the Group Director, Estate Development will lead the delivery of the masterplan and capital pro- gramme supporting the strategic development of the Group’s Estate (in the UK and beyond), ensuring that development is forward thinking, has student satisfaction at its heart and is future proof and sustainable. We are seeking an individual with a proven track record in a senior estate development leadership role with experience of initiating, developing and delivering estate development strategies and programmes to support an organisation’s institutional strategy. You will have strong leadership and management skills, with the ability to lead and inspire team members and internal and external stakeholders whilst effectively managing resources across a complex portfolio of activities.

THE ESTATE

We are continuing the evolution of the University Group and as we look to build on our position of strength we aim to continue to create state-of-the-art campuses for our students, staff and visitors. We have invested over £500m in the estate in the last 8 years including the addition of a ground-breaking £55m Engineering and Computing Building, an award-winning £35m Student Hub that opened in 2011 as well as the new £64m Alison Gingell Building for Health and Science which was opened in January 2018 by the Duke and Duchess of Cambridge and includes Europe’s largest super lab. Additional projects recently completed include Cycle works, a £27m new student accommodation development and the National Transport Design Centre, a multi-party facility bringing together industry, start-ups and academics in a new £7m centre and the Bishop Gate Phase 1 (725 beds) £64m, Godiva Place (765 beds). We have ambitious future plans with several key projects either underway or in development stage, including: • A £50m refurbishment and new build to give a new building for the Faculty of Art and Humanities. • Two student accommodation projects to deliver approximately 1500 new bedspaces. • The Beatrice Shilling Building, second building for Faculty of Engineering, Environment and Computing to follow the ECB. Value£27m. • The development of the Centre for Advanced Low Carbon Propulsion Systems – a new engine and drive train testing facility – in conjunction with a world leading research company. • A new home of CU College, the £18m refurbishment and fit-out of an existing building. • The redevelopment of the former City Council Civic Centre site to provide 15,000m2 of space in the first phase. • A £6m investment in the public realm around the Coventry campus. • A programme of £10m of projects to dramatically improve catering and student experience in three existing locations on campus. • A £10m programme of replacing existing energy centres. • Further investment in additional space for CU London. • Opening a new campus in Wroclaw, Poland. • We are working on an ambitious Sports Strategy.

The University and the city of Coventry itself has a lot to look forward to over the next decade. As far as ‘town and gown’ relationships go, the University and the city council enjoy a hugely positive rapport which has paved the way for the University to transform the city’s skyline and make an enormous contribution to its economy over the years. It was announced in 2015, a deal with the council, Coventry University will be investing a further £125 million into new buildings in what will be the largest and most significant development in its history. The project still in early design stages, will house a new headquarters, new international student centre and new business incubation unit are all part of the plan, and will all have a role to play in the University’s ambition to be truly world class in everything that it does. OTHER LOCATIONS Coventry University has a wide-ranging and innovative portfolio. Having successfully launched its London campus in 2010 – which is now thriving with around 1,000 students – and CU Coventry in 2011, the University has extended its geographical reach further launching CU Scarborough Campus in September 2015 and CU London in 2015. Bringing a new era in higher education to the region, its focus is on making it more accessible, flexible and affordable to meet the lifestyle and career aspirations of modern learners. True to Coventry University’s longstanding reputation for having strong links with industry, it has collaborated with the Unipart Manufacturing Group a ‘faculty on the factory floor’ which was created in response to increasing demand from students to have industry experience and employability embedded in their course. The Institute for Advanced Manufacturing and Engineering allows students to study and work alongside industry professionals in a real manufacturing environment, with a unique opportunity to engage with genuine industry projects. JOB DESCRIPTION Purpose To support the COO and Deputy Vice-Chancellor (Group Development and Resources) in the strategic development of the Groups’ Estate (in the UK and beyond). To ensure the provision of professional construction and project management services to the University and Group. To deliver the Masterplan and Estates strategy in order to implement the strategic aims of the University in the Estate’s development. This should ensure that (re)development is forward thinking, has student satisfaction at its heart and is future proof. To proactively manage the Capital Programme ensuring affordability, value for money and alignment with the University’s financial resources. To work with the Director of Estates and particularly the Assistant Director - Customer Service and Assistant Director – Operations and Maintenance to ensure integration of operability and cost effective operation into design and a seamless transition from development into occupation and live use, as well as achievement of environmental objectives.

ESTATES The Estate Development team is responsible for the delivery of the Group’s extensive and ambitious Capital Programme. Having in the last five years delivered a step change in accommodation, the University is committed to continuing to invest heavily in its estate. The post sits alongside and works very closely and collaboratively with the Group Director of Estates and reports directly to the COO and Deputy Vice-Chancellor (Group Development and Resources). To deliver the vision of the Corporate Plan and the Estate Masterplan it is expected that the spend on projects over the next five years will be significant; building on the major redevelopment programme currently underway. In addition to the University’s direct spend; the post holder may be actively involved in projects which are being delivered for the university by developers using lease or other arrangements. To successfully deliver this programme and to be able to provide strong management reporting will require that the team’s methods of management and delivery be continually reviewed and strengthened - in line industry best practice to ensure a best in class delivery. The holder of this post will be expected to take the lead on this. The post holder will deliver the core values of Estates to explicitly enhance: • Customer satisfaction; • High quality design standards and buildings operations;

• High quality facilities maintenance and services; • Safety and security of students, staff and property;

MAIN DUTIES & RESPONSIBILITIES

1. Reporting to the Deputy Vice-Chancellor (Group Development and Resources), the post-holder will provide to the University Group professional construction, project management, cost management and building engineering services for all major projects. 2. Support the Deputy Vice Chancellor (DVC) and Director of Estates in the preparation and delivery of the Group and University’s Estate Strategy and Masterplan. 3. Ensure the development and implementation of processes and continual improvement strategies that develop staff, services and quality, promoting efficient and effective use of resources. 4. To lead, inspire and manage a multi-disciplinary team of estate development professionals and ensure that internal and external resources are developed and balanced to meet the needs of the University Group. 5. Acting as the prime point of contact for senior academic and professionals services staff to provide professional guidance on estates or related issues concerning services provided by Estate Development. 7. Deliver projects within agreed budgets, programme and to an appropriate level of specification and quality. Ensure that developments are in accordance with the University’s specification guidelines and are designed to be flexible over time. 8. Ensuring that full and appropriate Stakeholder engagement takes place on all projects. 6. Monitor and manage the Estate Development revenue budget.

9. Prepare high quality, commercially focussed Option Appraisals and Feasibilities and make recommendations. 10. Identifying external funding opportunities to help realise greater ambitions for investment. Working with external development partners from the public and private sectors to achieve desired ambitions. 11. Keeping abreast of planning policy through the local and regional spatial development frameworks ensuring that the University’s long-term interests are both represented and protected as far as possible. 12. To continue to build on and maintain strong links and hold regular review meetings with senior officers at Coventry City Council. 13. Regularly review the most appropriate ways to procure and engage consultants and contractors and advise and implement as appropriate. This will include the use of framework solutions. 14. Ensure that all projects go through a managed and documented gateway process and that all required internal and external approvals are received and documented. Ensure compliance with and auditing of the process. 15. To prepare project and programme reports, attend and present to University Committees including Strategy Finance and Resources Committee and Board of Governors. 16. Work collaboratively and proactively with the other University Professional Services Team and in particular with the members of Finance and Procurement teams who are embedded within the Estate Development Team.

In conjunction with the Group Director of Estates and the Group Director of Finance provide monthly updates to the Capital Programme Steering Group to enable the Programme to be effectively allocated and managed. 18. Assist the Group Director of Estates in the preparation of Estate Strategies and Masterplans and then work to implement them. 19. Develop and implement robust management information systems to ensure that project finances and programmes are actively monitored and reported. 20. Ensure that an appropriate governance structure is set up and maintained for each project or programme. 21. Foster a culture of minimising change during projects and ensure that change control is operated effectively and actively on all projects. 22. Ensure that all requirements of the University’s Financial Rules and also Public Procurement are adhered to. 23. Fully implement and embrace both BIM Level 2 and Softlandings on projects. 24. Carry out full Post Project Reviews and ensure that feedback is given to all parties and that lessons learned are fully adopted. 25. In conjunction with Group Director of Estates and Estates Space Manager ensure that projects make the very best use of space. 26. To work collaboratively with all members of the Estate Management Office Leadership Team and attend and actively contribute to the team’s meetings. 27. Ensure the development and implementation of processes and continual improvement strategies that develop staff, services and quality – promoting efficient and effective use of resources.

A relevant property related professional qualification/chartered membership or equivalent experience.

Experience (Paid and Unpaid)

Experience and track record in a senior estate development leadership role with experience of initiating, developing and delivering estate development strategies to support an organisation’s institutional strategy. Proven track record of leading a large-scale programme of estate development projects ranging from small scale projects to major development in excess of £50m in value. Experience of planning and managing large scale capital budgets. Experience of representing an organisation with external stakeholders/partners on development schemes and an understanding of the commercial property and development market. Considerable experience and skill in negotiation of complex contracts and agreements, including development agreements, commercial agreements, contract claims and supply chain terms and conditions. The preparation, implementation and management of framework agreements. Experience and understanding of procurement law (including public sector procurement) and best practice. Experience in different forms of procurement and construction and consultant contracts. Significant experience in reviewing and managing risk and implementing systems to ensure its reduction. A proven ability to work with senior management teams, write and deliver clear reports and provide considered solutions to problems and challenges. Experience of reporting at senior level within a large, complex organisation. Evidence of team leadership including team building, recruitment and professional development in a comparable context. Experience and ability to plan and allocate resources in the delivery of a programme of projects. A good and holistic understanding of the construction industry and the current issues in the market place.

Experience of masterplanning in an estates campus environment. Experience of managing the delivery of multiple projects in a campus environment. Ideally having gained experienced on projects spanning the education, science, health, commercial and residential sectors.

Experience of having led projects in a high-footfall, urban environment.
