MAIN DUTIES & RESPONSIBILITIES
1. Reporting to the Deputy Vice-Chancellor (Group Development and Resources), the post-holder will provide to the University Group professional construction, project management, cost management and building engineering services for all major projects. 2. Support the Deputy Vice Chancellor (DVC) and Director of Estates in the preparation and delivery of the Group and University’s Estate Strategy and Masterplan. 3. Ensure the development and implementation of processes and continual improvement strategies that develop staff, services and quality, promoting efficient and effective use of resources. 4. To lead, inspire and manage a multi-disciplinary team of estate development professionals and ensure that internal and external resources are developed and balanced to meet the needs of the University Group. 5. Acting as the prime point of contact for senior academic and professionals services staff to provide professional guidance on estates or related issues concerning services provided by Estate Development. 7. Deliver projects within agreed budgets, programme and to an appropriate level of specification and quality. Ensure that developments are in accordance with the University’s specification guidelines and are designed to be flexible over time. 8. Ensuring that full and appropriate Stakeholder engagement takes place on all projects. 6. Monitor and manage the Estate Development revenue budget.
9. Prepare high quality, commercially focussed Option Appraisals and Feasibilities and make recommendations. 10. Identifying external funding opportunities to help realise greater ambitions for investment. Working with external development partners from the public and private sectors to achieve desired ambitions. 11. Keeping abreast of planning policy through the local and regional spatial development frameworks ensuring that the University’s long-term interests are both represented and protected as far as possible. 12. To continue to build on and maintain strong links and hold regular review meetings with senior officers at Coventry City Council. 13. Regularly review the most appropriate ways to procure and engage consultants and contractors and advise and implement as appropriate. This will include the use of framework solutions. 14. Ensure that all projects go through a managed and documented gateway process and that all required internal and external approvals are received and documented. Ensure compliance with and auditing of the process. 15. To prepare project and programme reports, attend and present to University Committees including Strategy Finance and Resources Committee and Board of Governors. 16. Work collaboratively and proactively with the other University Professional Services Team and in particular with the members of Finance and Procurement teams who are embedded within the Estate Development Team.
