BRIEFS SERVICE CANADA SCAM Residents are warned about scam

involving fake phone calls or recorded messages claiming to be from Service Canada. The caller claims there is an arrest warrant and the victim of the scam needs to phone the number provided to deal with the matter. The fake Service Canada agent will ask for personal identi- fication information and may also suggest paying a fee to resolve the situation. Any suspicious calls should be signalled to police.– Gregg Chamberlain CONTRACT EXTENSION The Upper Canada District School Board (UCDSB) has extended its contract with Director of Education Stephen Sliwa for another three years. Sliwa was hired for the position in November 2015. The contract extension goes to November 2023. – Gregg Chamberlain

Eastern Ontario will be part of the third stage now of Phase Two of the provincial economic restart plan to guide Ontario’s recovery from the COVID-19 pandemic. Larger gatherings of people will be allowed under the new guidelines, which will help local businesses as people will have more opportunities to get out and enjoy summer recreation after being homebound throughout spring. That success includes following the demands of regional public health units for use of masks in public, social distancing, self-isolation of anyone who tests posi- tive for the virus, and other public health precautions. The Eastern Ontario region, which includes the Ottawa, Leeds, Grenville and Lanark, Renfrew County and District, and the Eastern Ontario Health Unit, will be one of the first regions allowed to move on to Stage Three and the more relaxed guidelines for business operations and community activities. That takes place midnight July 17. The third stage includes an increase in the size of public gatherings allowed, from up to 50 for indoors and up to a maximum of 100 for outdoor events. That means indoor dining at restaurants may be possible, but social distancing between tables and other public health pandemic guidelines will still apply. More childcare The third stage also includes an increase in the number of children that municipal and large-scale private childcare centres are able to accept. Starting July 27 the maximum of children allowed at large-scale daycare increases from 10 to 15, provided the centre is able to maintain public health safety needs for the children. Some businesses and activities will still not be allowed yet under Stage Three because of the risk of crowd sizes too large or situations too difficult to maintain social

Premier Doug Ford announced the launch of the third part of Phase Two of the provin- cial economic restart plan July 13. Stage Three will operate on a region-by-region basis guided by the success of local regional health units in controlling the spread of COVID-19. “Our success in reducing the spread of COVID-19 and getting Ontario to a place where we are ready to reopen most of the province is a testament to the hard work of business owners, individuals and families right across the province,” stated Premier Ford during a provincial media session. “So many have stepped up and played by the rules, demonstrating that we can restart our economy safely and responsibly. Small actions can make a big difference, and now, more than ever, we must continue to follow the public health advice to preserve the progress we have made together.” Hawkesbury Chamber of Commerce President Marc Lecompte was very happy with the news. “I am excited about hearing about this,” said Lecompte, during a phone interview July 13. “It will be a great step in the right direction, always remembering that safety has to come first.” Eastern Ontario opens up Stage Three will follow a region-by-region

N E W S FRIDAY WINDSTORM LEAVES TRAIL OF DAMAGE AND POWER OUTAGES

Peter Willems is certain that he had a tornado visit his farm in East Hawkesbury Township early in the evening July 10. He just has to look outside and see part of the dome roof missing from one of the 60-foot silos attached to his barn.

“When I came home, that was what I saw first,” Willems said during an afternoon interview July 11. The Willemscrest Farm is located on County Road 10, near St-Eugène. Tropical Storm Fay passed over Eastern Ontario and Western Québec late in the afternoon July 10 and deluged the region with torrential rain. Power went out in several areas and a number of trees were blown over in various parts of Prescott County. Willems was away visiting his brother when the storm hit his area. He waited out the rain inside his vehicle before finishing the trip back home. When he arrived, he first saw the dam- aged silo dome, then he found about half a dozen downed trees in his yard and across his driveway. He’s certain a mini-tornado touched down on the farm. “My son was home,” Willems said. “He told me he could hear the wind howling outside.” The downed trees were cut up and cleared away. Willem is waiting now for his insurance agent to come out and inspect the silo. The silo has been empty for years as Willem’s farm operation focuses on cash crops of soybeans, corn, and hay. Hawkesbury Fire Chief Daniel Gascon reported the station was “flooded” with calls Friday about storm-related damage, including several large trees blown over. A few roadside and rooftop business display signs were also either blown over or damaged by the high wind.

NEW TRUCK FOR HAWKESBURY FIRE DEPARTMENT

Environment Canada’s forecast for the weekend predicted between 50 to 70 mil- limetres of rainfall possible for the Prescott- Russell region by July 12, and creating a risk of flash flooding in low-lying areas. The rain continued through Saturday and overnight until late Sunday morning but the weather then cleared in the afternoon, prompting an adjustment in Environment Canada’s forecast for the rest of the weekend. truck is now 24 years old. While it still functions, the normal working lifespan for such a vehicle is about 15 years. A recent department fleet review noted that replacement parts for the pumper truck “are becoming increasingly difficult to find” which creates delays for repairs when something needs fixing. That also can create problems for the department when responding to some call situations. The contract with Battleshield for a new pumper truck means the department could have some extra money available to either purchase extra equipment for the pumper truck or upgrade some of the existing equipment.

The Hawkesbury Fire Department will get a new pumper truck soon. Council approved a recommendation from administration and the fire depart- ment for a contract with Battleshield In- dustries Ltd. for construction and delivery of a custom-designed pumper truck. The company successfully outbid three other companies for the contract with a cost proposal that was almost $57,000 less than the $449,000 that was allocated for a new pumper truck in the 2019 budget. C O M M U N I T Y HGH FOUNDATION GETS CREATIVE FOR ITS WISH LIST GOALS

The current pandemic situation has forced many non-profit agencies, like the Hawkesbury & District General Hospital Foundation, to get creative with their fundraising efforts this year. “We’re doing some virtual fundraising,” said Christine Gray-St. Denis, philanthropic projects coordinator for the Hawkesbury & District General Hospital Foundation (HGH Foundation). The COVID-19 pandemic forced cancella- tion of the annual golf tournament and other traditional fundraiser events that help the Foundation collect money to assist with pro- jects, like purchasing cutting-edge diagnostic scanning equipment, to enhance the regional hospital’s services for patients. Foundation staff and volunteers are now looking at taking some standard fundraiser ideas, like a 50-50 draw, and giving them a virtual twist. “We liked the simplicity of this one,” Gray-St. Denis said, regarding the HGH Foundation virtual 50-50 raffle. The plan is to have the virtual 50-50 set up on its own webpage, with a link from the

Details are secret until then. “But I think our community will be excited with this,” said Gray-St. Denis. The Foundation is also helping promote the Virtual Bay Run event that takes place online from July 18 to 25. Participants in this year’s physical Bay Run in L’Orignal can sign up for this year’s virtual version at www.labaierun.ca. The idea is that participants will still be able to walk or run, but they will do so at a day, time, and location convenient for them while respecting the pandemic public health safety guidelines. This year’s event include the traditional one-kilometre, five-kilometre, and 10-kilo- metre categories. Participants will have a choice of entering in half- and full-marathon or ultramarathon categories, and taking part in sprint and endure challenge classes. Foundation wish list This year, Gray-St. Denis noted, the Foun- dation has two main goals for its fundraising efforts. First is to provide as much help as

possible in keeping the hospital supplied with the protective gear needed for staff and patients during the current pandemic situation. The Foundation has issued a challenge to all local seamstresses to provide hand-sewn face masks suitable for use by visitors to the hospital and patients who may not have a mask when they arrive. “Anyone who is able to donate masks, can do so,” said Gray-St. Denis, citing the example of Annette and Tiffany Jones. The mother-daughter duo sewed more than 200 face masks that they presented to Foundation officials earlier in July. The other fundraising focus for the Foun- dation is the There’s No Place Like Home campaign for the hospital’s orthopedic pro- gram so that area residents do not have to go to Ottawa for some kinds of orthopedic surgery. “This can benefit so many people,” said Gray-St. Denis.

There’s No Place Like Home is one of the new projects for the Hawkesbury & District General Hospital Foundation to help support and improve the hospital’s patient treatment and care work. Work continues on the Ecolomondo proj- ect, a “green” addition to Hawkesbury’s industrial sector and the company is optimistic about having its new show- piece recycling facility ready soon. “The building itself is coming along quite well,” said Elio Sorella, Ecolomondo chief executive officer, during a phone interview. The company’s latest quarterly financial report reported “substantial progress” on construction for its Hawkesbury thermal decomposition commercial/industrial recy- cling facility on Tessier Street. Construction on the $30 million project began in August 2019 and the company expects to have the building ready for installation of recycling processing equipment in August this year.

“We should be starting operations then in December or January,” said Sorella, adding that a test run of the plant’s tire recycling process should take place in November this year. When completed, the facility will begin the first phase of the company’s planned recycling operation, which involves process- ing used tires to produce recovered carbon black. This material can be used as a colour pigment in plastics, paints, and inks, and as a reinforcing filler for new tires and other rubber products. Other products for sale to global markets from the tire recycling process include lubricating oil and recovered steel. “We have markets for all the products that we produce,” said Sorella. Once the tire-recycling operation is well underway with established sales markets, the second phase of the company’s plan for the facility is for recycling various kinds of used plastic, ranging from single-use shop- ping bags to the heavy industrial-grade farm plastic used for protecting hay bales from the weather. The facility is expected to provide be- tween 40 and 60 local jobs when in full operation and Sorella noted that hiring is already underway, with emphasis given to local applicants.

The con artist tells the victim they need to withdraw a large amount of money from their account and put it into a bitcoin account to support a crime prevention program. How to organize a backyard summer bash

From picnics by the pool to barbecues and corn roasts, outdoor summer parties are a highlight of the season. If you’re planning your own event, you’ll need to prepare for it. Here are a few steps to follow when hos- ting an outdoor gathering. SET THE MOOD Whether you’re celebrating a special occa- sion or hosting a casual event, decorations can help set the right mood. Balloons, streamers, paper lanterns, floral arrange- ments, tiki torches and lawn ornaments can all be used to good effect. Additionally, be sure to provide sufficient seating for your guests. If you plan to keep the party going after sunset, stairs and walkways should be well lit with lanterns or string lights.

PLAN ACTIVITIES It’s a good idea to provide entertainment for adult guests and their children. This can include setting up a bubble station, a bean bag toss, a horseshoe pit, a volleyball net or buckets of water balloons. A campfire is a great way to wrap up the evening, espe- cially if some of your guests are willing to bring a musical instrument like a guitar, ukulele or harmonica. PREPARE THE FOOD Once you’ve decided on a menu, make sure you have the means to keep the food you want to serve at the right temperature. You’ll need a cooler for drinks and a slow cooker or warming tray for dishes best en- joyed hot. Place vegetable platters and sa- lads over ice to keep them chilled.

CHECK THE WEATHER Rent a few umbrellas or a party tent. This way you can offer shade if it’s sunny and shelter if it rains. Inflatable kiddie pools will help keep your guests comfortable on a hot day, and patio heaters are ideal for a cool evening. You should also securely fasten tablecloths and decorations in case it gets windy. Finally, remember to be courteous and in- vite your neighbours to join the fun. They’re less likely to be disturbed by your event if they’re guests.
