#500 | Colorado System of Care: Where Are We Now? (Panel Discussion) Hear from a panel of stakeholders and partners who are directly involved with implementing the Colorado System of Care (CO-SOC), a systemic shift in Colorado’s approach to providing children, youth and family behavioral health. They will discuss their experiences and lessons learned from the robust and ongoing collaboration, thoughtful execution, and continued dialogue to establish this new approach to children, youth and family behavioral health. This panel will be moderated by HCPF and will include representation from: HCPF, BHA, the Workforce Capacity Center at Colorado State University, the Regional Accountable Entities, Behavioral Health Administrative Service Organizations, and a CO-SOC provider. • What has happened since Medicaid served its first member under CO-SOC in November 2025? • What are the CO-SOC providers saying? • What does the collaboration look like between the referring entities and the service providers? • How has the Workforce Capacity Center been a leader in this network build out? Stacey Davis, LCSW is the Systems of Care Section Manager at HCPF. She has over 19 years of experience working with and on behalf of children, youth and families in Colorado in a variety of settings. As a Licensed Clinical Social Worker, she has provided direct clinical work, overseen clinical teams, developed quality compliance metrics, developed and implemented behavioral health policy and led statewide program implementation. Perry May is HCPF’s Senior Advisor on Behavioral Health and Access. He brings a Master’s Degree in Social Work, over 30 years experience in behavioral health from providing child and family therapy to overseeing numerous CDHS entities as their Deputy Executive Director of Health Facilities. Mary Kay Meintzer, LPC, LAC, ACS is Division Director of Children, Youth, and Families (CYF) at Colorado’s Behavioral Health Administration, leading statewide strategy, oversight, and collaboration across the CYF behavioral health continuum. As a faculty provider at the University of Colorado for 14 years, she brings extensive experience in integrated care, clinical supervision, workforce development, and system transformation. Marc Winokur, PhD (he/him/his) is Director of the Social Work Research Center, joined the School of Social Work faculty at Colorado State University in fall 2004. Marc has over 20 years of applied research and evaluation experience in child maltreatment prevention that has influenced policies and practices at the international, federal, state, and county-levels. Kelli Reidford, LCSW is a Licensed Clinical Social Worker with 26 years of experience, including school social work, diagnostic assessments, high fidelity wraparound and system of care, and private practice. She is currently the Director for the System of Care team in the Children, Youth and Families division at the BHA. Jenn Conrad, LCSW, CCM has 20 years of experience in Colorado’s behavioral health system. She has worked across multiple levels of care and is a leader in the design of statewide safety net behavioral health services. Jenn is Vice President of Clinical Services at Signal, serving BHASO Regions 2, 3, and 4. Annie Stiasny, MFT is the Director of Behavioral Health Integration at Rocky Mountain Health Plans and the Colorado System of Care Manager for RAE/BHASO Region 1. With a background in MFT and school counseling, she specializes in care management, system integration, and family-centered services for children and youth. Amanda Berger, MSW, LCSW is a Compassionate Care Coordination leader with deep experience improving services for youth and families. At Colorado Access, she leads system-of-care initiatives focused on program implementation, performance metrics, and standardized processes. Bd Bu
