Gina Lasky, PhD, MAPL is a Senior Vice President with Health Management Associates with more than two decades of policy, clinical, and program improvement for public sector behavioral health. She has deep experience leading Colorado’s behavioral health reform, including community-based collaboratives, jail-based behavioral health evaluation, statewide needs assessment, and system transformation initiatives Shannon Breitzman, MA is Managing Director of Population Health at Health Management Associates. She has more than 25 years of leadership in public and behavioral health. She played a central role in Colorado’s behavioral health reform, and has led statewide needs assessments, system design, and prevention strategies spanning suicide, opioid misuse, and mental health promotion, supporting state and local agencies nationwide. Angela Bergefurd, MPA is a Senior Principal at Health Management Associates with more than 25 years of experience in behavioral health policy and system transformation. She has supported Colorado’s behavioral health reform through strategic advising on governance, financing, and Medicaid integration, drawing on deep state leadership experience to help states modernize behavioral health systems statewide.
