#604 | Beyond Alignment: Practical Strategies for Behavioral Health–Public Health Collaboration With Colorado advancing the CCBHC model, behavioral health providers become community anchors, expanding care access, coordination, and equity. This session offers actionable strategies for partnering with public health agencies, who have prioritized behavioral health. Providers can leverage public health data for cross-sector collaboration and drive impactful, community-level behavioral health solutions.

Shannon Breitzman, MA is Managing Director of Population Health at Health Management Associates. She has more than 25 years of leadership in public and behavioral health. She played a central role in Colorado’s behavioral health reform, and has led statewide needs assessments, system design, and prevention strategies spanning suicide, opioid misuse, and mental health promotion, supporting state and local agencies nationwide. Margot Swift, MPH is a seasoned public health professional with a strong interest in harm reduction, substance use, and justice-involved populations. She earned an MPH in health policy and management from the SUNY Downstate Medical Center School of Public Health and a Bachelor’s degree in Biology from Macalester College. Robyn Odendahl, MPA is a Principal with more than 10 years of experience in public health and behavioral health research, evaluation, and planning. She leads community‑ engaged needs assessments, behavioral health system evaluations, and substance use prevention studies, translating qualitative and quantitative data into actionable strategies for health departments, policymakers, and community‑based organizations.

Behavioral health systems often struggle with fragmentation despite expanding services. This session explores a practical, outpatient model of integrated behavioral health informed by the U.S. Army’s Learning Mental Health Care System, highlighting communication, measurement, and coordination strategies that improve access, outcomes, and sustainability. Briana Tillman, DO, MEd is a Board-Certified Psychiatrist and Clinic Director at Family Care Center in Colorado Springs, where she leads integrated behavioral health services across multidisciplinary teams. She is particularly interested in educating the next generation of providers and advancing clinical practice through community and professional initiatives supporting mental health. Allison Pokrzywa, PA-C, MPH completed her Master’s of Physician Assistant Studies training at the University of Wisconsin–Madison, where she also earned a Master’s of Public Health with a focus on population health and patient-centered care. She began her career in physical medicine and rehabilitation before transitioning to outpatient psychiatry. Allison currently serves as the Senior Director of APP Clinical Services at Family Care Center, where she partners with psychiatric providers and drives initiatives to elevate clinical excellence and standardize care across the organization.
