The city should also work with other planning and funding partners in collecting data. For those tracked performance measures that have a directional trend as the “target,” they may become targeted in the future as better data becomes available or if policy priorities change. Proposed “Moving a Million” Performance Measures The project team evaluated an initial pool of potential performance measures from peer documents, then selected the core metrics for each goal that frequently appeared (e.g., reducing traffic fatalities for safety). The project team consolidated duplicates and prioritized those that could align with multiple goals, such as improving safety, enhancing mobility, and advancing equity. Each measure was also assessed for its feasibility, including the availability of data for consistent tracking and the ability to provide measurable outcomes. This process ensured that the proposed performance measures for the M1M Plan are both comprehensive and practical. The following proposed measures are grouped by goal theme. While data for some measures are not readily available, they are included as additional measures stemming from best practices, peer cities, and community input. A. Safety First The following measures are linked to the goal of implementing safety measures that reduce crashes and eliminate traffic fatalities and injuries across all transportation modes and trips. All safety measures track crashes, fatalities, and injuries across the city. A-1: Number of traffic-related fatal crashes (5-year average) Source: The original data is sourced from TxDOT’s Crash Records Information System (CRIS) database and is supplemented with the crash analysis from the Safety Action Plan (SAP) project team. Baseline (2023) : 107 fatal crashes Baseline Methodology: The number of fatal crash fatalities is a 5-year rolling average calculated based on the 4 years leading up to and including the reporting year. A rolling average provides more reliable insight into safety trends over time and de-emphasizes outlying years with notably high or low numbers. 2050 Target: Zero traffic-related fatal crashes Target Setting Methodology: The CoFW is developing an SAP. M1M recommends the safety performance target aligns with the SAP target of reaching zero fatalities by 2050. The performance target for the number of fatalities in any given year between 2023 and 2050 is calculated based on the 2023 crash data as the initial point and zero as the final point on the projected line for fatal crashes
