Baseline Methodology: This measure was calculated by the number of respondents who answered “very happy” or “happy” about the city’s pavement condition divided by the total number of responses. 2050 Target: Upward trend Target Setting Methodology: M1M recommends tracking this value across time with an upward trend target utilizing a regular community survey system. Additional Considerations: • Percent satisfaction with bikeway maintenance

This measure tracks cyclists’ perceptions of how well bikeways are maintained, involving factors like pavement quality, debris clearance, and signage visibility. The percentage reflects the users’ confidence in the safety and comfort of the biking infrastructure. However, integrating this measure into the plan is currently constrained by data limitations. This measure can offer valuable insights in the future when a robust and recurring feedback mechanism to collect public input is developed. • Percent satisfaction with sidewalk maintenance Similar to the measure for bikeways, percent satisfaction with sidewalk maintenance tracks pedestrians’ attitudes on the maintenance quality of the city’s sidewalks, including pavement condition, lighting, accessibility compliance, etc. It serves as an important indicator of pedestrian infrastructure reliability and equity. The M1M Plan will incorporate this measure into the tracking progress once a robust public feedback mechanism is established. • Number of intersection locations with poor condition of traffic signs and markings This number quantifies degraded infrastructure at intersections, specifically traffic signs and markings such as faded pavement markings, obscured signage, or deteriorated reflective materials. These traffic control devices are simple but vital to roadway safety and navigational clarity. Due to insufficient data on signs and markings condition, this measure is not included as part of the M1M performance measures. It can be incorporated into the plan in the future once a systematic traffic signs and markings inspection and reporting framework is available.
