Master Transportation Plan Task 3: Performance Measures 4/21/25

Baseline (2023) : 1.71 (A.M.) / 1.92 (P.M.) Baseline Methodology: TTI measures the predictability of travel times on the city’s transportation network, indicating the average additional time required for trips. The ratio value is calculated by dividing the peak hour travel time on all links by the free flow travel time. 2050 Target: 1.5 Target Setting Methodology: The target was established by incorporating the FHWA's guidance and case studies, Texas’s statewide urban travel reliability condition, and benchmarking data from peer agencies. A TTI below 1.5 is widely recognized as an indicator of reliable travel time. The performance dashboard of TxDOT reports the latest (2023) Texas urban TTI at 1.48. Fort Worth’s goal is 1.5, which provides a realistic and attainable benchmark that aligns with current statewide performance and promotes ongoing and future improvements in travel time reliability. Responsible Agency : CoFW TPW Reporting Frequency : Annual

C-4: Percent of trip volumes by walking, biking, or riding transit (Mode Split) Source: Replica 4 Baseline (YYYY) : 12.4 percent

Baseline Methodology: The mode split percentage measures the proportion of trips that people utilize public and active transportation modes. Replica, a mobility data platform, provides the number of trips by each transportation mode in Fort Worth. The percentage is calculated by dividing the total number of trips by public and active transportation modes trips. 2050 Target: 24.8 percent Target Setting Methodology: Based on the review of peer city measures, doubling the percentage of alternative transportation mode users by 2050, or an 0.5 percent annual increase, is a feasible goal to promote the use of public transit and active lifestyles in Fort Worth. Responsible Agency : CoFW TPW Reporting Frequency : Annual

C-5: Street connectivity (link-to-node ratio) Source: NCTCOG TDM 2023 Roadway Network

4 Replica is a big data platform that uses U.S census dataset and in-vehicle GPS data to run simulations and develop a calibrated model for travel patterns and travel demands.
