Master Transportation Plan Task 3: Performance Measures 4/21/25
Baseline (2023) : 1.23 Baseline Methodology: The link-to-node ratio, representing the number of street segments per intersection, reflects the overall accessibility and route options within the road network. Generally, a higher connectivity ratio provides more travel options, which can lead to reduced congestion, shorter travel times, and fewer crashes. The ratio is derived from NCTCOG TDM’s roadway network dataset by dividing the number of all street segments (links) by the number of all intersections (nodes). 2050 Target: Upward Target Setting Methodology: M1M recommends tracking this value across time with an upward trend target. Responsible Agency : CoFW TPW Reporting Frequency : Annual C-6.1: Air Quality Index (AQI) of particulate matter with a diameter of 2.5 micrometers or less (PM 2.5) Source: U.S. Environmental Protection Agency (EPA) Air Quality System (AQS) Baseline (2023) : Average AQI PM 2.5: 46.8 Baseline Methodology: One measure for air quality is the level of particulate matter, a pollutant also correlated with vehicle emissions, specifically fine particles known as PM 2.5. EPA data indicates that communities in central and southeast of Fort Worth are disproportionately affected by poor air quality. 2050 Target: Maintain below 50 Target Setting Methodology: According to AirNow, an air quality data platform partnering with the EPA, National Oceanic and Atmospheric Administration, and other federal agencies, an AQI value of PM 2.5 below 50 signifies a “good” air quality level, indicating that particle pollution poses little or no risk to human health. While Fort Worth maintains the AQI at the “good” level, the city aims to sustain this level of air quality through consistent monitoring and proactive environmental initiatives. Baseline Methodology: Another measure for air quality is the level of ozone, a pollutant also correlated with vehicle emissions. Similar to the PM 2.5 pollutant, EPA data shows communities in central and
