Master Transportation Plan Task 3: Performance Measures 4/21/25
• Freight relief routes The freight relief routes measure evaluates the implementation and utilization of alternative freight transporting corridors to divert freight traffic from congested urban centers or critical bottlenecks. Freight relief routes can improve travel time reliability and minimize environmental impacts in dense urban areas. This measure can be added to M1M performance tracking when Fort Worth finishes developing the dedicated freight relief routes system. • Plan revenue per capita per year This measure of plan revenue per capita per year helps to improve the funding forecast methodology and maintain a level of sufficient funding for implementing new policies, programs, and projects that meet the needs of the city’s population growth and reflects fiscal capacity and funding equity. The measure can be integrated into the M1M Plan once the funding forecasting methodology is developed in the future. E. Technology The following measures are linked to the technology goal of embracing flexible and resilient technology to adapt to evolving transportation needs and challenges. All economic measures track metrics across the city.
E-1: Number of EV charging stations Source: NCTCOG Baseline (2023) : 135
Baseline Methodology: E-1 measures Fort Worth’s sustainable mobility as more EV charging stations will support the adoption of EVs and ensure equitable access to clean transportation infrastructure. The baseline value is derived from NCTCOG’s regional data center. 2050 Target: Upward trend Target Setting Methodology: M1M recommends tracking this value across time with an upward trend target. Responsible Agency : CoFW TPW Reporting Frequency : Annual
E-2: Percentage of population with broadband connectivity Source: ACS Baseline (2023) : 92.8 percent
