Master Transportation Plan Task 3: Performance Measures 4/21/25
by household. CNT derived the housing costs data from the U.S Census Bureau’s ACS and constructed a transportation cost model that assessed auto ownership, auto use, and transit use as functions of 16 independent variables such as average household size, transit connectivity, and employment intensity to estimate the transportation cost of a typical household. 2050 Target: 30 percent Target Setting Methodology: According to the U.S. Census Bureau, households are considered cost- burdened when they spend more than 30 percent of their income on housing. While Fort Worth’s housing cost burden index is below 30 percent, expanding the consideration to transportation cost will provide a more comprehensive understanding of household affordability. Setting the H+T Index target to be 30 percent aims to improve Fort Worth’s livability and encourage the development of transportation infrastructure that supports low-cost modes including public transit, walking, and biking. Responsible Agency : CoFW TPW Reporting Frequency : Annual
F-2: Number of transit vehicles and facilities with ADA equipment Source: Trinity Metro Baseline (2023) : 138 fixed-route buses, 54 on-demand buses, and all facilities
Baseline Methodology: This measure tracks the number of transit vehicles and facilities that are accessible for individuals with disabilities. The baseline value is provided by Trinity Metro. 2050 Target: Upward Target Setting Methodology: M1M recommends tracking this value across time with an upward trend target. Responsible Agency : CoFW, Trinity Metro Reporting Frequency : Annual
Additional for Consideration: • Number of community-based organizers engaged in the planning process
This number measures the inclusivity and equity of public engagement efforts through the development of the M1M Plan by quantifying the participation of community organizations during the planning process. This measure is a vital indicator for collaborative decision-making and equitable representation of different communities, especially those historically underrepresented. It is possible to include this measure in the performance tracking when comprehensive public engagement records are available.
